5) Change Addenda to FAR Provision 52.212-1(b)(13)

FROM: Price Quote (Volume I):

Offerors shall complete Solicitation Appendix A, “Pricing Schedule.” Prices proposed on the “Pricing Sheet” shall be inserted into the SF 1449 at the time of each contract award by the Contracting Officer (CO). Offerors shall provide information to support their quoted price, including fully burdened direct labor rates and labor hours, detailing specifications and costs. Offerors shall include all pricing information they feel is necessary to clearly present their costs as part of a narrative price supplement if applicable. After submission of the initial quote, Offerors shall provide additional information or details if requested by the CO.

TO: Price Quote (Volume I):

Offerors shall complete Solicitation Appendix A, “Pricing Schedule.” Prices proposed on the “Pricing Sheet” shall be inserted into the SF 1449 at the time of each contract award by the Contracting Officer (CO). After submission of the initial quote, Offerors shall provide additional information or details if requested by the CO.

6) CHANGE FAR 52.212-2 Evaluation – Commercial Items (OCT 2014)

FROM: FAR 52.212-2, Evaluation- Commercial Items (OCT 2014) applies to this acquisition and is incorporated by reference. The criteria to be included in paragraph (a) include Technical Approach and Price. For each award, the technical approach is more important than price.

TO: FAR 52.212-2, Evaluation- Commercial Items (OCT 2014) applies to this acquisition and is incorporated by reference. The criteria to be included in paragraph (a) include Technical Approach. For each award, the technical approach is more important than price.

7) CHANGE Addenda to FAR Provision 52.212-2(d)

FROM: Evaluation: For each contract award, an award will be made to the Offerors whose quote offers the best overall value to the Government based on an integrated assessment of the non-price (Technical) and price factors. Technical Approach consists of two equally weighted sub factors: (1) Technical Understanding and (2) Program Management Plan. Technical Approach will be evaluated as Acceptable or Unacceptable in accordance with the definitions below. After the Price Quotes of all Technically Acceptable quotes have been determined, in the CO’s sole discretion, to be fair and reasonable, Acceptable quotes will be ranked by Technical Readiness Level as a discerning factor for award. Cost may also be a discerning factor among proposals within the same TRL depending on the total funding available and the total price of all fair and reasonable, Technically Acceptable quotes. Therefore, Offerors are cautioned not to minimize the importance of the Price Quote. While it is the Government's intent to make awards based upon initial offers, the Government may, nevertheless, determine during the evaluation period that it is necessary to conduct discussions. In that case, the CO will establish a competitive range and conduct negotiations with the Offerors in that range.

The following adjectival ratings and definitions will be used to evaluate Technical Approach.

Acceptable: Quote meets all requirements and indicates a satisfactory approach to and understanding of the requirements of the RFQ.

Unacceptable: Quote does not meet all of the requirements of the RFQ.

Offerors are cautioned that an unacceptable in one criteria will render the quote technically unacceptable overall.

{End Addenda}

TO: Evaluation: Technical Approach consists of two equally weighted sub factors: (1) Technical Understanding and (2) Program Management Plan. Technical Approach will be evaluated as Acceptable or Unacceptable in accordance with the definitions below.

Acceptable quotes will be ranked by Technical Readiness Level as a discerning factor for award. Price will be a discerning factor among proposals within the same TRL depending on the total funding available and the total price of all fair and reasonable, Technically Acceptable quotes. Offerors are cautioned that it is the Government’s intent to issue as many purchase orders for demonstrations as is feasible within the total funding available. Price reasonableness will be based on competitive quotations; therefore excessive price proposals may be removed from consideration.

QUESTION ANSWER REFERENCE IN

SOLICITATION

REQUIREMENTS/ SPECIFICATIONS QUESTIONS

(Page 2, Item 3). This section specifically states the solution “must be capable” of operating independent of GPS. Must this be demonstrated during the demo or simply explained/described in the technical solution volume? For eLORAN will initial time synchronization using GPS/GNSS be compliant for the demonstration?

Yes, using GPS as means for initial time synchronization is acceptable

Amendment 0001 #2

For any LORAN demonstration, does the government intend to be present at the transmitter site to perform the work to put the signals on-air or does the Government intend for the contractor to perform all the work at the transmit site and the Government to solely operate its data collection systems/efforts at the Langley or Cape Cod locations only?

The Government will provide access to the transmitter site in Wildwood, New Jersey;

the vendor will perform remaining technical tasks at the Loran transmitter site needed to transmit a valid signal.

Amendment 00001 #3

The RFQ mentions Loran sites (plural). Are there any other Loran site besides Wildwood that the Government intends to make functional and would be available to the offerors?

The Government will provide access to the transmitter site in Wildwood, New Jersey;

the vendor will perform remaining technical tasks at the Loran transmitter site needed to transmit a valid signal. No other sites will be made available.

Amendment 00001 #3

Is there any available infrastructure like telephone poles that we could employ to minimize on mast costs and make our antenna mounting more stable?

Yes, the government intends to provide mounting poles to support vendor technology.

Page 3 “The Government shall provide a furnished site for the purposes of the demonstration… 3. Tower locations, sizes, payloads, and mounting options determined by the Government considering inputs from Offerors.”

Government for use in the demonstration”. This is to be done 6 weeks after award. Additionally, during the final test/demo phase of the program, the Government states it intends to perform the testing on the UE themselves. How does the Government intend to store the offeror’s equipment while in their possession and should the contractor make arrangements for secure storage? Will the Government reimburse the offeror for any damage that may occur to the UE while in their sole custody?

shall provide the Government, in writing, with any requirements concerning the proper storage or handling of the UE.

Offerors may include

“Indirect, Special Consequential or Incidental Damages”

Also see Amendment 00001 #

Do we assume correctly that the data generated by a Solution during the demonstration will be available to the vendor/contractor providing that Solution, along with ground truth or other measurement data against which the Government assesses a Solution’s performance? How will that data be made available to the vendor?

Data will be made to vendors in the form of the raw data after the Demonstration is complete, and in the form of summaries as included in the Government’s final report in accordance with the Documentation of Demonstration sub-task in the Statement of work

Appendix B, Table 1 Statement of Work

Do we assume correctly that the DOT does not intend to publish or otherwise make publicly available raw data, performance summaries, or other information pertaining to the Solutions tested/demonstrated (other than making information pertaining to a given Solution available to that Solution’s own vendor/contractor)?

Performance summaries will be incorporated into the Government’s final report.

Vendors will have the opportunity to review and provide feedback in accordance with the Documentation of Demonstration sub-task in the Statement of work.

Appendix B, Table 1 Statement of Work

GENERAL QUESTIONS

The Solicitation/RFQ provides 2 dates for responses: Offers by October 3; Quotes by September 27.

Could you please clarify the difference between an “Offer” and a “Quote” and, if the same, which date applies to the response to the Solicitation/RFQ.

Quotes are due September 27, 2019, at 4:00 PM EST.

Amendment 00001 #4

Will a Site Visit be permitted prior to September 27, 2019?

No site visit is planned for this

RFQ.

The RFQ says we will be notified which test site we will be assigned

to. Can both sites be used simultaneously during the demos?

No, the Government does not plan on demonstrating a vendor’s UE at both sites.

How does DOT/VOLPE plan to control the GPS/GNSS environment during the demos? Will the GNSS signals be locally jammed and/or spoofed, or will GPS/ antennas simply be disconnected from integrated solutions that include GPS/GNSS receivers in addition to alternative PNT sources? This answer will affect the technical approach of our offer.

No intentional jamming or spoofing will be performed as part of this demonstration.

Disconnecting the GPS antenna(s) from the solution and/or denying GPS by other means is acceptable for the solution.

Against what truth reference will you measure our performance for both outdoor and indoor position and time accuracy?

Indoor performance will be demonstrated against pre-surveyed locations and a high quality atomic clock. The Outdoor reference system will be GPS based.

Page 6, section 9 also states the offeror must have evidence to operate at their intended frequency.

For any loran demonstration, this approval/permission will need to be provided by the government. Will DOT/VOLPE provide the needed approval/permission to transmit loran in the 90-110 kilohertz range?

Yes, the permission to transmit in the Loran broadcast band will be handled by the Government.
