QUESTION ANSWER REFERENCE IN

SOLICITATION

PRICE RELATED QUESTIONS

Are housing and transportation required to be added into the price of training? Are all books and ancillary fees (such as an FAA medical, headsets, and check ride fees) to be included in the price?

No, housing, transportation, books, and ancillary fees are not required to be added into the price of training. Training includes all course and flight work necessary for the instructor to recommend the student for an examination to receive the certification/ rating (e.g. ground school, FAA knowledge tests, flight training, and/or simulator training).

See Statement of Objectives, page 2

Could you please clarify the number of students for which we are building the proposal, are we bidding for up to four students or all ten?

Offerors shall complete Appendix A: “Proposal Pricing Schedule” which includes pricing for ten students.

In the Appendix A excel row for Commercial Pilot and the Amount column it is not green, is there a reason for that or is that just a mistake, or was it left non-green for a reason of pricing.

It was left non-green for a reason of pricing. See Price Proposal instructions on page 5, “Offerors first insert a calculated cost for SLINs XX03 of CLINS 0200– 1100, then deduct $13,526 from that amount to reach the final price that Offerors will propose for SLINs XX03.”

The $13,526.00 listed in red on the Appendix A excel form the amount is listed under the Commercial Pilot Course, but ahead of the Multi- Engine and Flight Instructor certificates. Does that mean that the $13,526.00 must be used before the Commercial Certificate?

The $13,526 must be used for the Commercial Pilot Certificate.

The Private Pilot is not paid for by the VA, so will the Contract pay for that portion? Should the vendor assume that it is total cost of all training minus $13,526.00 no matter the training?

Price proposals must include the costs of training for all certificates and ratings listed in the Statement of Objectives (including the Private Pilot License). Offerors must submit price proposals in accordance with the Price Proposal instructions on page 5, providing a fixed price for CLINs/SLINs 0200-1106. Fixed prices are for conducting the training necessary for the instructor to recommend the student for an examination to receive the certification/ rating listed.

Would the Government consider offering this program as Firm Fixed Price? During the pre-proposal webinar the Government stated that should a student complete training early, which we took to mean in less than 18 months, then the Government would decrement funding accordingly. Will the Government change its position on decrementing funds to the contractor should a student complete the program in fewer than 18 months?

The Government will award firm-fixed price contracts as a result of the Solicitation. The Government will not decrement funding should a student complete training early. Payment will be made in accordance with the Clause “Invoice/ Payment Requirements” which states in part, “The Contractor may invoice upon completion of each training certificate/rating milestone per student as defined by each Not Separately Price CLINs 0200-1100 in accordance with the firm fixed price of each Sub-contract Line Item Number (SLIN) at the time of award.”

Pages 2, 12

Our 141 courses are based upon and approved as minimum time, e.g. our private course is 35 flying hours. Is there a mechanism within F2F to cover a student who goes over the minimums?

Price proposals should include the cost for training necessary for a student to be prepared for the examinations for the certificates/ratings listed in the Statement of Objectives and CLINS. As part of the fixed price proposal, Offerors should propose the price necessary for students to be prepared, not solely based on FAA minimums.

Appendix A:

Proposal Pricing Schedule

Can the flight school bill the cadet independently for the cost of over-flying the curriculum?

No. The Contractor may not accept funds in excess of $13,526 from any source other than the U.S. Department of Transportation for the training of each individual student.

See Clause “Additional Training Funds”

OFFEROR ELIGIBILITY AND PROPOSAL RELATED QUESTIONS

Must the training be conducted on an FAA 141 approved syllabus or just at an FAA 141 approved school? Must all of the training be conducted on an FAA-Approved Syllabus?

Schools eligible for award must be FAA-certificated pilot schools under 14 CFR Part 141. The only certificate/rating that must be conducted on a part 141 approved syllabus is Commercial Pilot Certificate.

See Amendment 000002 #1.

Our company is U.S. run, but foreign owned. Will this have any impact on us bidding for this contract?

No, this will not impact bidding on this contract.

Did DOT consider the existing degree seeking programs already available to veterans through several colleges across the nation? Do you think there’s a role for existing programs in the Forces to Flyers initiative?

Any flight school that meets the requirements listed in the solicitation can submit an offer in response to the solicitation.

Will the contracted flight schools be allowed to compete in any follow-on programs that may take place after completion of this pilot project, or will schools involved in the pilot be excluded for potential follow-on programs?

Award of a contract under this procurement will not eliminate any flight school from future competitions.

Are there any considerations within the source selection program for Small, Veteran Owned, and Service Disabled Veteran Owned Small Businesses?

No, this solicitation is issued as full and open competition. All proposals will be evaluated based on the evaluation criteria listed in FAR 52.212-2 and addenda as listed in the solicitation.

Pages 1, 8

The Solicitation requests that the school provide documentation of approval by the SAA. Would a printout showing our school listed in the VA’s WEAMS Institution Search Tool (https://inquiry.vba.va.gov/weamspu b/buildSearchInstitutionCriteria.do) fill this requirement?

Yes.

If we can train students across the entire country, all four regions, do we need to do four proposals?

If an Offeror desires to provide training to students in multiple regions, it must submit separate proposals for each region in which it will provide training.

Are resumes considered appendices / marketing material or will they count towards the 12 page limit?

Will the cover page and table of contents count towards the page limit?

Resumes, cover pages, and table of contents will not count towards the 12 page limit.

STUDENT PARTICIPATION RELATED QUESTIONS

Student Voluntary Withdrawal:

Although we will do our best to screen for students who are highly committed to finishing the entire program, unforeseeable circumstances could force a student to withdraw. These could include major health issues, debilitating accidents, death in the family, etc.

Would the Contractor be able to charge for work completed in these types of circumstances? If a student is released from training, and can she be replaced with another?

Yes. The Contractor will be able to submit charges for work completed. Any student withdrawal or termination would be dealt with during contract performance using FAR 52.212- 4(c) changes clause, “changes in the terms and conditions of this contract may be made only by written agreement of the parties.”

Termination: Careful screening will make termination less likely, but it is nonetheless possible that one of the Contractor’s students becomes unable to progress through the program at a reasonable rate or does not possess the innate aptitude to become a commercial pilot. The Contractor’s current policy is that students become eligible for termination after three failures of a lesson/test. Is this policy satisfactory?

Any policy regarding student enrollment may be addressed as part of the Classroom and Flight Training description in the Offeror’s technical proposal and will be evaluated by the Government.

Is it the intention that students with previous flight training will not be eligible? And would this include any training? Sport Pilot or Recreational Pilot Certificates?

For purposes of this demonstration initiative, students must not already have a Private Pilot License.

Must the first 4 pilots begin training in 8 weeks, or is that simply recruitment? According to Appendix A spreadsheet it looks like you have pricing for recruiting of students and actual start date for 4 students, with options for six additional students at the sole discretion of government, if this is correct will there be a set start date for the 6 students who are not selected but are required to be recruited?

Contractors are expected to have 4 students ready to begin training by July 14th. Options will be exercised to train additional students when funding becomes available.

Must they be totally out of the military to be considered? Can they be in the reserves or part of a guard unit?

Students can be in the reserves or part of a guard unit, or on terminal leave.

Will students be required to have a Class 1 prior to starting the program which is what they will need to be an airline pilot?

Yes, students will be required to have a first class medical certificate.

See Attachment 3:

Flight School Checklist for Student Eligibility.

RECRUITMENT, TRAINING, AND CONTRACT PERFORMANCE

RELATED QUESTIONS

Who is responsible for finding the candidates to go through this training? Is it the DOT or the vendor?

Contractors are responsible for recruitment (see Statement of Objectives). Offerors shall propose a recruitment plan as part of the Technical Proposal.

Pages 2, 6

Can veterans who are already enrolled in flight training at the Offeror’s school join the program?

For purposes of this demonstration initiative, students must not already have a Private Pilot License.

Are subjects required to go to the airlines as part of this program? Will they be forced to sign any documents stating that is their intent and must become airline pilots? If they do not become pilots will they be required to pay back the Government?

This contract is for flight training only in support of the Forces to Flyers research initiative.

Students will be required to complete Attachment 2, Student Eligibility Statement.

Must the courses be conducted in the order listed in the Statement of Objectives, or is the order up to the discretion of the flight school (within the scope of Federal Aviation Regulations) to gain efficiencies? Can students be concurrently enrolled in multiple courses to gain efficiencies?

Course order and course enrollment is at the Offeror’s discretion. Technical proposals shall describe the classroom and flight training program to be provided in order for students to earn each of the certifications/ratings listed in the Statement of Objectives.

See Technical Proposal Instructions page 6, Can the Commercial training be conducted as a Multi-Engine Initial Commercial Certificate with a Single-Engine add-on or must the Commercial Course be completed in a Single-Engine airplane?

Yes, however in the example given in this question, a Single- Engine Commercial add-on rating is a pre-requisite for the CFI certificate. The manner of training is at the Offeror’s discretion. Technical proposals shall describe the classroom and flight training program to be provided in order for students to earn each of the certifications/ratings listed in the Statement of Objectives.

Are there portions of the selection criteria that consider additional time building programs after the CFI-I that would aid these veterans to move quickly into the Airlines?

For purposes of this demonstration initiative, technical proposals need only address the certificates/ratings listed in the Statement of Objectives. The technical proposal shall include any unique program attributes that benefit training quality.

Are you willing to include an additional CLIN for travel related to recruitment and program management, or should that be combined into the hours associated with CLIN 0100?

CLIN 0100 is firm-fixed price level of effort to be proposed based on Direct Productive Person Hours.

Offerors should submit an alternative proposal with a separate CLIN for travel, if necessary, in accordance with FAR 52.212-1(e).

Pages 3, 5

Will the Volpe organization allow the use of their Forces to Flyers marketing materials for local recruitment purposes?

While no marketing materials exist for the Forces to Flyers program, beyond existing press releases, the Government will consider any requests to use such materials (e.g. the existing logo).

See the Clause “Use of Names or Marks and Endorsement”

Once a subject completes flight training is the Contractor required to track the subject for up to 25 months? What is the expectation for a flight school if a subject completes training and then leaves?

No, once a student completes flight training the Contractor is no longer required to track the student. For purposes of this demonstration initiative Study Analysis Support and Reporting relates only to recruitment and selection of eligible students;

reporting on selected students who are actively training; and collecting evaluation feedback after they have completed the training under the Forces to Flyers initiative.

What happens in the event the student was delayed for some reason, but is progressing, however he/she goes beyond 18 months?

Will the Contractor be able to bill DOT for flight training that extends past the 18-month period that result from the student's ability?

Contractors will only be able to invoice for services performed during the period of performance of the contract. The Government may consider negotiating a period of performance extension during contract performance.
