QUESTION ANSWER PAGE
REFERENCE IN
SOLICITATION
I read in this solicitation that it is requesting Part 141 schools, I do not have my 141 at this time. Can I still participate in this as a part 61 school working on getting my 141 certification
If an offeror is not currently approved as a part 141 school, the offeror must provide an explanation in its proposal as to how it will become part 141 approved prior to award, and thereafter supplement its proposal with a 141 certification.
Can we submit a training proposal upon VA and State Approval, even though the submittal will be after the due date of April 03 this year, and be counted in future and upcoming bids?
All proposals must be received by 4:00 PM ET April 3, 2018. Offerors must be approved by the State approving agency (SAA) with jurisdiction over its programs (or the Secretary of Veterans Affairs, when acting as the SAA) in order to receive an award. If an offeror is not currently approved, the offeror must provide an explanation in its proposal as to how it will be approved prior to award and thereafter supplement its proposal with approval prior to award.
On the webinar it was stated that the supplier could only bill after the CLIN was completed. CLIN 0100 is for 25 months while the other CLINs are 18 months. This is a long time for a company to be expending effort and money without out being able to be able to bill for 18 to 25 months. I would like to ask the DOT to consider progressive payments either on equal monthly installments or progressive billing based on percentage of completion.
See clause “Invoice/Payment Requirements” has instructions for invoicing and payments. “The Contractor may submit public voucher/invoices not more frequently than monthly…”
Is there an incumbent contractor currently performing these services or is this a new requirement?
This is a new requirement, there is no incumbent contractor.
