About this file
This is an Award Notice for a Department of Veterans Affairs contract to procure Alcon Constellation LXT Units for preventive maintenance and inspection (PMI) services. The contract was awarded to Alcon Vision, LLC on May 21, 2026, for a total award amount of $24,500.00 under award number 36C26226P1009. The solicitation number is 691-26-3-208-0151, and the product service code is J065 (Medical Equipment Maintenance). The contracting office is located at the Veterans Health Administration Veterans Integrated Service Network 22 (VISN 22) in Tucson, Arizona, with Jamie ElBedawi serving as the primary contracting specialist contact.
The award was issued to Alcon Vision, LLC at their corporate address in Fort Worth, Texas (UEI: PHBTLNJ4WCM5) based on the justification that the CONSTELLATION Vision System is manufactured and serviced exclusively by Alcon due to proprietary technologies including ULTRAVIT/HYPERVIT drive technology, integrated PUREPOINT laser, IOP Compensation, and ENGAUGE RFID systems that cannot be replicated by other suppliers. The Government determined that only Alcon could meet the requirement due to exclusive service authorization, warranty restrictions, patient safety considerations, and the critical importance of uninterrupted eye surgery services for Veteran patients. Any delay or use of alternative service providers would risk equipment failure and negatively impact Veteran care delivery.

DESCRIPTION
The CONSTELLATION® Vision System is manufactured and serviced exclusively by Alcon Vision, LLC. Its proprietary technologies—including ULTRAVIT®/HYPERVIT® drive technology, integrated PUREPOINT® laser, IOP Compensation, and ENGAUGE® RFID—are only available through Alcon and cannot be replicated by other suppliers. Alcon restricts critical parts and service to their own certified engineers for safety, which is necessary due to the complexity and uniqueness of the system.
Attempting to use another company for parts or service would void warranties, risk patient safety, and could lead to equipment failure. Replacing the entire system with another manufacturer would result in substantial costs for new equipment, training, and facility changes. Most importantly, any delay or disruption in service would negatively affect Veteran patient care by interrupting essential eye surgery services.
For these reasons, only Alcon can meet this requirement without incurring significant cost and risk to Veteran care.
