VENDOR QUESTIONS AND ANSWERS SUMMARY

This file contains vendor questions and answers for Solicitation No. 69056727Q000005, issued by the Department of Transportation (DOT) for Modular Buildings & Restroom Rental with Ancillary Services. The Q&A document addresses 12 vendor inquiries spanning general and technical aspects of the procurement, with responses dated November 2-4, 2026.

Key clarifications from the Q&A include: the solicitation is unrestricted full and open competition (not limited to GSA Schedule holders), with quotations accepted via email to WFL.Purchasing@dot.gov from SAM.gov-registered vendors; offerors may use subcontractor experience to satisfy the five-year relevant experience requirement (Factor 2C), but past performance information must be submitted for both the prime contractor and subcontractor (Factor 3); title to leased modular units and restroom trailers remains with the contractor; a prime contractor may subcontract modular unit supply, installation, utilities, and recurring restroom services; partial quotes for only the restroom portion will not be accepted—the entire package must be provided under one contract; offerors with no relevant past performance record will be rated neutral under Factor 3; there is no mandatory site visit requirement, though FAR 52.237-1 should be reviewed; and this is a new contract with no incumbent. Amendment 0001 was issued to correct typographical errors in the solicitation, including the questions deadline date and Past Performance Questionnaire subject line.

VENDOR QUESTIONS AND ANSWERS

Solicitation No.: 69056727Q000005 Project Name: Modular Buildings & Restroom Rental with Ancillary Services

# General Technical Question Answer Date

1 X

Section E (Addendum to 52.212-1) asks for submission through the GSA eBuy Portal, and 52.212-2 refers to an order under MAS SIN 532490P. The SAM.gov notice describes the acquisition as unrestricted full and open.

Will the Government accept quotations by email to WFL.Purchasing@dot.gov from responsible vendors registered in SAM.gov who do not hold a GSA Schedule (MAS) contract?

YES. This is a typo in Section E and will be corrected in Amendment 0001 2-Nov-2026

2 X

For Factor 2C (Relevant Past Experience), may an offeror meet the minimum of five years of relevant experience within the last seven years using the experience of its proposed subcontractor(s) or major supplier(s), for example the firm supplying and servicing the modular units?

YES. Submission of subcontractor relevant experience would be required for evaluation 2-Nov-2026

3 X

May an offeror rely on a proposed subcontractor's experience and past performance for Factor 2C (Proof of Experience) and Factor 3 (Past Performance)? If so, what documentation is required?

Past Experience: YES (see the response to question 2) Past Performance: NO. You may not rely on subcontractor performance only. Past performance information for the prime AND the subcontractor would be required.

2-Nov-2026

4 X Does title to the leased modular units and restroom trailer remain with the contractor, notwithstanding FAR 52.212-4(n)?

YES. We are only leasing, not purchasing so no tital transfer is required. 2-Nov-2026

5 X

The questions deadline on the cover appears as "19- MOV-2026", and the Addendum and the Past Performance Questionnaire show different subject lines.

Please confirm the questions due date/time and the correct PPQ subject line

This is a typo in both instances and will be corrected in Amendment 0001 2-Nov-2026

6 X Is this requirement limited to GSA Multiple Award Schedule (MAS) holders? If not, please confirm the submission method for offerors without a GSA schedule.

NO. Open Market Full and Open. See the response to question 1 2-Nov-2026

VENDOR QUESTIONS AND ANSWERS

7 X Could you please confirm whether a prime contractor may subcontract modular unit supply, installation, utilities and recurring restroom services?

YES. See responses to questions 2 and 3 2-Nov-2026

8 X Could you please confirm whether whether there are any mandatory site-visit requirements or amendments beyond the posted RFQ attachments?

There is no "mandatory" site visit but please review FAR 52.237-1. 2-Nov-2026

9 X We would like to know if this is a brand new contract OR if there is (was) an incumbent performing these services New contract 2-Nov-2026

10 X

Will an offeror with no record of relevant past performance be rated neutral (neither favorably nor unfavorably) under Factor 3? If not, may the prime submit past performance information for its key personnel instead?

YES. Refer to Section E, 52.212-2 Addendum, paragraph 5.a.ii 3-Nov-2026

11 X Please clarify whether you would consider a direct quote for just the restroom portion, or whether the entire package must be provided under one contract?

NO. Partial quotes will not be accepted. 4-Nov-2026

12 X Is there a publicly available interested-vendor or site-visit attendee list, or another way to connect with potential bidders who may need a restroom trailer supplier?

The only "interested-vendors" list that is publicly available is attached to the RFQ on SAM.gov itself, but you must be properly registered and signed-in to SAM.gov in order to see it. There is no organized site visit scheduled.
