About this file

This is a Vendor Questions and Answers document for solicitation 69056726Q000038 concerning Post-Construction Environmental Compliance Monitoring Services in support of the MT FLAP BOR 2980(1) Sun River Bridge Replacement project. The document addresses seven technical inquiries from potential bidders, with answers dated September 2, 2026.

Key clarifications provided include: SWPPP inspections should be performed once every 30 days during the post-construction period per Task 2 of the Statement of Work; inspections are anticipated to begin in November 2026 and continue monthly through November 30, 2027, with potential government extension if final stabilization (70% revegetation) is not achieved by contract end; the IT Security Plan requirement (Requirement 8) will be eliminated per Amendment 0001, so bidders should disregard this provision; the contract is subject to Service Contract Labor Standards with applicable Department of Labor wage determinations available in Attachment 0005_USDOL SCA WD.pdf on SAM.gov; Past Performance Questionnaires should use RFQ number 69056726Q000038 as the subject line; and the government will provide the existing draft SWPPP (Attachment 0002_SWPPP.pdf) upon award, with the official SWPPP record to be provided and updated rather than requiring contractors to create a new plan from scratch. The contractor is responsible for removing temporary controls after final stabilization is achieved.
