About this file

This document is a Questions and Answers (Q&A) file for the MT FLAP DOT 236 (20) project, specifically for the Winifred North contract. The document contains nine technical questions submitted by potential bidders, with responses from the government consistently directing bidders to review solicitation documents and specific sections of the contract specifications. Key questions addressed include rail section removal and reset specifications, material sourcing, excavation requirements, project personnel roles, period of performance, water sourcing, project phasing, tax exemption status, and anticipated on-site work start date. The government's responses are uniformly non-committal, repeatedly instructing bidders to refer to the solicitation documents and various referenced sections such as SCR Section 204, SCR Section 105, and the Standard Specifications for Construction of Roads and Bridges on Federal Highway Projects. All questions were responded to on either 10/8/25 or 10/9/25, indicating this is part of the pre-bid clarification process.
