The solicitation seeks bids for crack sealing, asphalt placement, microsurfacing, and fog sealing across multiple sites including the Sleeping Bear Heritage Trail, Pierce Stocking Scenic Drive, and Miners Castle Road. Questions addressed include the notice to proceed and completion dates given temperature requirements, required emulsified asphalt specifications, the ability to close sections of the trail during work, existing pavement marking types, handling deteriorated wheel stops, and potential utility adjustments. Project No: MI NP MULTI PMS (1)
Project: Pavment Preservation Michigan
# General Technical Question Answer Date
1 X
We would like to kindly request more information in consideration to the estimated notice to proceed / completion date of the project. The average historical temperature data in Michigan would suggest that crack sealing, asphalt placement as well as micro surfacing / fog seal work would not be able to commence until May, considering the FP‐14 minimum temperatures and the manufacturers recommended minimum conditions for these items. Is there a chance for an extension to the completion date and/or the NTP date?
Will be addressed under Amendment A002 1/16/24

Regarding Option X‐ Sleeping Bear Heritage Trail (Fog Seal). FP‐14 refers to section 702.02. 702 section does not contain emulsified asphalt for fog coat type. What emulsified asphalt is required for this project?
Since Subsections (a), (b), and (c) under Subsection
702.02 do not apply to fog seals, comply with the first sentence of Subsection 702.02.

Can Sleeping Bear Heritage Trail be closed to bicycle and foot traffic during the fog seal process? I don’t believe it could be prepared, fog sealed, and striping put back any other way. There is no mention of closing this for construction in the documents. What would be the maximum distance to close and seal per working day? Some of the trail has striping. Can the trail be closed again twice for striping?
Coordinate work according to Subsection 156.04. 2/2/24

The photos for the project were sent due to at the time this project advertised on the MATOC, both PIRO and SLBE were closed for winter. We did not physically investigate the project. A few photos were entitled Trail‐Ped‐Bike2, but only show 3 photos. In looking at SLBE C6 Final Report, it does not contain any information on Sleeping Bear Heritage Trail. The attached map from the
National Parks website indicates the trail is slightly different at the north end by Bass Lake than the
“KEY MAP” in the contract plans. We can’t find the entire trail on Google Earth to view.
Submit bids for the Sleeping Bear Heritage Trail according to the quantities shown in the solicitation documents.

Also, regarding the vegetation that interferes with the edges of the pavement on the Sleeping Bear
Heritage Trail, we will be required remove this prior to fog seal. What is an approve method to accomplish this and since we can’t determine this question for 14.5 miles, how much of the trail will have vegetation that will need to be removed?
Within the fog seal limits specified, prepare surfaces according to FP‐14 Subsection 406.04.

Reviewing the photos again, it appears that the current traffic striping in SLBE is Thermoplastic. It appears cracked and weathered. This would have to be removed prior to micro surfacing. This appears to be the case on routes 10 and 12AZ. The symbols and parking striping is a mix of both paint and thermoplastic stop bars etc. This will require additional traffic control and working days to remove prior to micro surfacing, as the removal is not a fast‐moving process. The 409 SCR clearly indicates that if the striping interferes with the work, it is required to be removed. The micro surfacing will not firmly adhere to the thermoplastic markings and may delaminate over time. My request is to confirm the number of thermoplastic markings at both PIRO and SLBE if possible.
Information on the quantity of existing pavement marking types is not available. Please submit bids according to the solicitation documents.

7 X In the remarks on the surfacing tabulation‐Base Bid. It indicates the wheel stops need to be removed and reset. Is it acceptable to protect the wheel stops rather than remove and replace?
Only where protection of wheel stops is specified. 2/2/24
8 X
Regarding wheel stops that need to be removed and reset, I don’t know how many we are going to encounter and the current condition of each. If they are old, weathered and deteriorated, would we have to replace rather than remove and reset?
See FP‐14 Subsection 203.03 and please submit bids according to the solicitation documents.

SCR F‐3; Asphalt Concrete. 403.08. Regarding Base bid (PIRO) Miners Castle Road and Option Y do you have any information or data if there are utility adjustments that will be required after removing 4” of asphalt and replacing the HMA?
Utility as‐built information is not available. Comply with Subsection 107.02, and please submit bids according to the solicitation documents.
