Project No.: MT GLAC 10(44) Project: Lake McDonald Utility Relocation

# General Technical Question Answer Date

1 X SAM web page Solicitation# 69056721R000012 lists Monday January 24th, 2PM EST. Solicitation page A3 lists Monday January 24th 2PM local time for Vancouver, WA. Please clarify which time is correct.

The correct due date and time is PST. This has been updated and also shown in the description section of SAM.gov along with Amendment A001.

30-Dec-21

2 X Also the link from the emails for project updates directs to Solicitation#69056722R000001 instead of the solicitation number noted above. We have to click on the link under History to go to Solicitation #69056721R000012. Which solicitation number are we to reply to?

The solicitation number is 69056721R000012. This will be address in Amendment A001 30-Dec-21

3 X When reviewing this project I noticed that the roofing you have specified is wood sake. For past projects, we have found that EcoStar has been a great alternative that has brought some great value to property owners. I have included a copy of some information regarding the product.

Please let us know if you would like a quote for this product on this project.

Please submit bids according to the solicitation documents. 3-Jan-22

4 X Would the government please extend the bid date for the above project by two weeks to cover the difficulty of trying to reach people concerning the above project before and during the Holidays.

This will be addressed under amendment A002 4-Jan-22

5 X Is the Subcontracting Plan required to be submitted with the RFP bid proposal or only required to be submitted to the government prior to contract award?

The successful offeror will be required to submit a Subcontracting plan prior to contract award.

See Page B-20 and B-21 for proposal submittal requirements.

4-Jan-22

6 X At cabin #1105 Plan sheet C.2 details new underground electrical from cabin to lift station. Would it be possible to continue to use the existing overhead feed rout from the cabin electrical panel to the existing O/H pole adjacent to the current lift station. This would eliminate removing concrete and rock walls to run underground from cabin to the existing lift station.

will be addressed under future amendment 10-Jan-22

7 X

At cabin #1106 the existing conductor appears to be direct burial UF cable. Plan sheet C.2 details this cable is to be replaced with UG conduit and new conductors. New installation may require removing some concrete, trees, and roots to trench in. The existing electrical panel is on the opposite side of the cabin than the lift station adjacent to the road. Is overhead an option from the cabin to the existing lift station? If not, is it acceptable to remove trees and roots to accommodate trench for new conduit run?

will be addressed under future amendment 10-Jan-22

8 X Utility Power at Lake McDonald. Will the power to the existing chlorination building need to be maintained until the new lift station building is completed? Chlorination building currently appears to be fed from the existing lift station building to be replaced

Power will not need to be maintained for the Chlorination building or the existing lift station.

Please bid accordingly

10-Jan-22

9 X Utility Power at Sprague Creek. Will power need to be maintained to existing building until new power lines are completed? Depending on time frame could cold weather freezing and damage existing systems remaining in place?

Power will not need to be maintained to existing building. Please bid accordingly. 10-Jan-22

10 X Are the Sprague Creek lift station building lower level and the Apgar Bio Filter Fan Replacement vault considered confined space entry locations. Yes they are both considered confined spaces. Please bid accordingly. 10-Jan-22

11 X Please refer to note #2 on page F.3 for the Sprague Creek Lift Station work.

Instructions mention to “All wiring and conduit to be removed and disposed of from basement.” Does this include lighting, switches, receptacles, conduit, gutters, conductor and such or is it just related to the equipment to be removed

Will be addressed under future amendment A004 20-Jan-22

12 X

Please refer to the “Existing Transformer Preserve and Protect” note on page D.35 of the Lake McDonald Lift Station site work.

The existing building is 240V and the new building is to be fed 480V. If the existing transformer needs to be replaced who is responsible?

Yes, a new 480v 3 phase service is required for the Lake McDonald Lift Station. This will be the responsibility of the contractor to work with Flathead Electric to upgrade the service and costs that occur with the upgrade will be the responsibility of the contractor. Government. Please bid accordingly

1/20/2022 revised 1/26/22

13 X Would the contractor be able to directional drill the entire main pipeline as means of installation? As long as the directional drilling meets the requirements of Subsection 612.04A(g). 21-Jan-22

14 X

24-Jan-22

15 X Is the bid date for this project expected to be extended? Originally this was bidding after the Going to the Sun Final Phase project. Amendment A002 has extended the request for proposal date for this project to February 4, 2022; and the Government does not intend to extend the request for proposal beyond this date.

25-Jan-22

16 X

Regarding item #12 transformer replacement at Lake McDonald Lodge lift station. Flathead Electric Coop has not been contacted by anyone regarding this work. They do not have a work order and will not be able to provide any costs by bid time. FEC Representative advised a work order will need to be submitted and a site visit performed before they prepare any costs. Will owner assume submitting the work order, pay the FEC costs direct to FEC, and remove this responsibility from the contractor?

Question 12 from above:

Please refer to the “Existing Transformer Preserve and Protect” note on page D.35 of the Lake McDonald Lift Station site work.

The existing building is 240V and the new building is to be fed 480V. If the existing transformer needs to be replaced who is responsible?

Yes, a new 480v 3 phase service is required for the Lake McDonald Lift Station. This will be the responsibility of the contractor to work with Flathead Electric to upgrade the service and costs that occur with the upgrade will be the responsibility of the contractor. Government.
