Questions and Answers as of July 22, 2020

1. Why was this reposted and if anything else changed with the solicitation?

a. The first solicitation was posted as a small-business set-aside. The active solicitation is not a small business set-aside. The active solicitation has been updated and the statement of work has been revised.

2. Is it still expected that FHA and NPS will both collaborate to choose one team from the pool received from the separate FHA and NPS solicitations?

a. The FHWA and NPS will work collectively to determine which response or combination of responses is best suited for meeting the requirements.

3. Is the firm who completed the prior work (LSW) eligible for this project?

a. Yes, as long as they meet the requirements of the solicitation.

4. Section “A” only includes one line item for price, so there would not be a “unit” price, please confirm this is correct.

a. The defined unit for the line item is Lump Sum (LS). The price shall include all necessary supervision, management, labor, transportation, equipment, materials, and any other direct incidental costs, overhead and profit, unless the cost is expressly identified as a separately priced contract line item.

5. Will the firm selected for this contract be eligible for future phases of the project?

a. This solicitation is a stand-alone requirement. Eligibility for any future requirements will be dependent upon the requirements of that solicitation.

6. Do you expect to select a firm and start work by August 6 as noted in the RFQ?

a. Yes

7. As your answers will impact our decision to propose, will you consider extending the deadline for one week to August 7,2020 to provide more time to complete our proposal?

a. At this time, we do not plan to extend the solicitation deadline.
