Amendment 0001 serves to do the following:
1. Remove the first paragraph on page 5 under Section I, Part C, Item 3 and replace it with the following language: Develop one option that assesses the ability of leased space from the NPS to meet agency and asset requirements. The consultant will identify the buildings to consider in coordination with the Government and be responsible for developing a conceptual cost estimate utilizing RS Means or other national recognized estimating tool for remodel costs. The Government will provide estimated lease costs.
2. Revise the Summary of Responsibilities table on page 6 under Section I, Part C to change the remodel cost of NPS Buildings (Main Building) and Materials Lab with NPS from a Continued ...

1. Facility Renovation Options Analyze a minimum of two options for the renovation of existing facilities that would best meet the agency and asset requirements in the most cost-effective manner. This may or may not include utilization of the mule barn.
The mule barn is constructed of unreinforced masonry and cannot be used for accommodating employees without seismic retrofit. An analysis is to be performed to determine if there is a cost effective solution to renovate the mule barn to meet the asset and agency requirements. Any proposed utilization of the mule barn must take into account State Historic Preservation Office (SHPO) compliance.
2. GSA Lease Option A physical location will not be identified for a GSA lease. The analysis of this option will be based on market research/conditions and a government provided lease rate. The materials testing laboratory may or may not be co-located with the main office. Analysis of a government lease from GSA should consider the disposal of the existing property and facilities.
A GSA leased facility should be located in Vancouver, WA within the following boundary: NW 139th Street on the North, NE 192nd Avenue on the East, the Columbia River on the South, and NW 32nd Avenue on the West.
3. NPS Lease Option Develop one option that assesses the ability of leased space from the NPS to meet agency and asset requirements. The consultant will identify the buildings to consider in coordination with the Government and be responsible for developing a conceptual cost estimate utilizing RS Means or other national recognized estimating tool for remodel costs. The Government will provde estimated lease costs.
Develop one option that assesses the ability of leased space from the NPS to meet agency and asset requirements. Two NPS buildings would be required to meet FHWA square foot space requirements for the main office facility. The Government will identify these buildings and provide estimated lease and remodel costs that would need to be paid by FHWA. An additional building may be required to house the WFL Materials Testing Laboratory.
Analysis of a government lease from the NPS should consider the disposal of the existing property and facilities.
4. Combination Options Provide a minimum of one option that assesses the feasibility of non-collocating the main office facility and the materials testing laboratory; but rather utilizing a combination of any of the above options that would best meet the agency and asset requirements in the most cost-effective manner.

D. Feasibility Study Standard Guidance
Develop the Feasibility Study in accordance with the General Services Administration Facilities Standards for Public Buildings Service (P-100), with Department of Transportation Office Space Design Standard Policy (DOT Order 4330.3), and with FHWA Space Management Program Guidelines (July 2018).
PROJECT DEVELOPMENT
FHWA is the lead agency for the project. FHWA views the Consultants’ work as technical support. Therefore, the Consultant will not assume the role as primary contact for the public, media, or other agencies. Document contacts with the media and requests for information, and submit immediately to the Contracting Officer (CO). Report immediately to the CO any contacts with offices of elected officials. Do not accept any direction or take additional work that is beyond the scope that has not been approved through the Contracting Officer (CO). During discussions with Partner agencies and others, do not suggest performance of additional work that is beyond the scope of this work. The FHWA CO is the only representative that has the authority to revise or add work under the requirements of this work.
Provide to the Contracting Officer’s Representative (COR) all submittals and deliverables.
Review comments received from FHWA, the Government, and other reviewing agencies are valid only if provided through the COR. Only accept Government furnished materials and services (except forms, documents and information available directly from websites listed in this SOW) from the COR.

B. Preliminary Phase – Requirements, Criteria and Identification of Options
1. Preliminary Submittal
The purpose of the preliminary submittal is to outline the contents to be included in the final feasibility study, validate project requirements, define the evaluation criteria, and identify the options to be evaluated.
a. Feasibility Study template - Outline contents to be included in the Feasibility Study and provide a brief summary of what each section will include. At a minimum, include the following sections: Background, Goals/Objectives, Requirements, Criteria, Definition of Options, Evaluation of Viable Options, and Recommendations on a Preferred Option.
b. Validate Requirements - Validate and provide summary of project requirements.
Ensure all technical, environmental, and financial factors are taken into account.
Distinguish between asset and agency requirements.
i. Asset Requirements – Consider the asset or capital improvement requirements for the renovation of existing facilities and NPS lease options. Asset requirements will not need to be considered for a GSA lease option.
Requirements for renovating the existing facilities should be based off the Property Condition Assessment and other work completed by LSW Architects and sub-consultants in 2019. Asset requirements for leased space from the National Park Service Fort Vancouver should be assessed at a high-level in consultation with the NPS. Remodel costs for an NPS facility option that FHWA would have to pay will be provided by the Government. A summary of asset requirements should include:
• FHWA commitments for sustainability and security
• Compliance with the American with Disabilities Act
• Opportunities for Leadership in Energy and Environmental Design
(LEED) certifications and compliance with required sustainability standards
• Opportunities, risks, and required actions to meet accessibility, fire protection engineering, life safety, historic preservation, environmental requirements
• Parking requirements (non-POV)
• Special requirements for foundations, structures, exteriors, electrical and mechanical systems, and considerations for special construction and demolition, among other items
• Identification of specific and unique planning considerations in relation to phasing of project execution.
