RE: WA FS ERFO 071-2010

West Fork White River Road Emergency Repairs Solicitation No. 69056718B000033

The attached preliminary plans are being furnished to aid prospective Bidders in identifying the location and type of work for this project. The project will be advertised during a period when viewing of the project may not be possible due to snow. Therefore, prospective Bidders are encouraged to view the project during fall as conditions permit. After November 15 access will be weather dependent; visit the Mt. Baker-Snoqualmie National Forest Road & Trail Conditions webpage or contact the Mt. Baker-Snoqualmie National Forest for information on current or expected road conditions. No Federal Highway Administration personnel will be available for show-me tours.

Project Location and Type of Work - All project work is located in the Mount Baker- Snoqualmie National Forest, Pierce County, Washington, along West Fork White River Road (Forest Road 74) at approximate Milepost 11. Forest Road 74 is washed out at multiple locations and cannot be used to access the site. Forest Road 75 must be used for ingress and egress to the site (See Vicinity Map, Sheet A.3 of the Project Plans).

• West Fork White River Bridge Removal o Temporary Road Construction – A short segment of the road between the bridge and the 74 Road & 75 Road junction is washed out (+/- 200 feet). Work consists of constructing a temporary access road over this segment to access the West Fork White River Bridge.

o Temporary River Diversion – To access and accommodate demolition work on West Fork White River Bridge, all stream flow at this location will need to be diverted into one of two existing stream channels and the flow diversion maintained throughout demolition operations.

o Demolition Debris Containment – All demolition debris must be contained and removed. Work consists of developing and implementing of a Demolition Debris Containment Plan to preserve water quality and prevent contamination of streambed soils. The Plan must be submitted to the government for review and receive written approval by the CO prior to commencement of demolition operations.

o Bridge Demolition – Work consists of demolishing an existing 110-ft long steel-reinforced concrete superstructure bridge. Work includes dismantling and removal of existing bridge railing, demolition and removal of bridge deck, and demolition and removal of two (2) concrete bridge piers to 2-ft. below existing surface elevations.
