STATEMENT OF WORK

EPA Region 4 Proposed Raised Access Floor

Decommissioning Solution

March 13, 2018

Introduction/Background

The US Environmental Protection Agency (EPA) Region 4 Computer Data Center (Room 9T5) is undergoing a relocation while employing today’s reduced footprint, technology upgrades and data cooling standards. Repurposing the old 1996 Computer Room, that employed under floor cooling, is no longer needed as this space will be repurposed for regional support services and staff. The existing computer room space is estimated at 3,600 square foot and utilizes a concrete core 2x2 foot raised flooring system, 1-foot elevation above finished floor (AFF), that is a sturdy product from either Haworth or Tate manufacturers. Overall space employees an 8-foot high ceiling with a 2x2 acoustical tile ceiling with sheetrock partitions (metal stud construction) built between the raised flooring and ceiling. Located in the Sam Nunn Atlanta Federal Center Building (SNAFC), 9th Floor Tower.

Scope of Work

Establish a turn-key decommissioning of the existing 3,600 sq. ft. computer data center for repurposing as regional support services and office space. Includes the removal of existing computer data center raised access panel flooring, including the steel pedestal system that employs stairs and a ramp. Banding of the floor panels and steel pedestals within crates for resale and shipment. Removal/demolition of approximately 50-feet of non-load bearing partition walls.

Coordination with GSA, Building Management and venders for all existing services/conditions active under the raised access flooring such as: removal of plumbing and drainage pipes;

decommission of condensation drain within fire code; scheduled removal of smoke detectors tied to building’s fire suppression alarm; electrical terminations; etc. Building standard covenants and construction removal guidelines and construction demolition recycling requirements. Floor prepping to on leveling and fill-in for future carpet tile installation. Dumpster recycling and Haul off and disposal fees.

Positioning, staging and crating for shipment of the decommissioned raised access flooring materials, at the SNAFC US, EPA Region 4, loading dock must be removed within one-week of completed decommissioning. Includes all electrical, plumbing and mechanical decommissioned connections. All work will be conducted, during business hours. Dock hours are 8am-5pm.

The contractor shall install the mechanical works to include the 1” Chilled Water piping from the existing chilled water mains to the new In-Row RC Cooling Units (2), insulated copper condensate drain piping to a local point of connection, freeze taps to the existing chiller water supply and return lines with new branch valves for in row RC Cooling Units, capping of the existing lines downstream for demolition by others with all work performed during normal business hours.

OPTIONAL TASK:

In coordination with the General Services Administration (GSA)’s Building Management, and in accordance to state electrical codes and regulations, the contractor shall remove two existing 10-ton HVAC units, to include capping off the current plumbing in preparation for raised flooring.

The contractor shall maintain a safe working environment, clean up daily and ensure the computer room, elevators, vestibules, stairs and building egress entire are not obstructed. No and/or low volatile organic compound (VOCs) are SNAFC building covenant requirements.

Period of Performance

The turn-key decommissioning of the recycled raised access flooring will take place within thirty

(30) days, beginning from the award date of the contract.

Place of Performance

The Decommissioning Solution, comprised of removed/recycled raised access flooring, will be performed onsite at 61 Forsyth St. SW, Atlanta GA 30303 in the 9th floor computer room (Room 9T5). Vendor has the right to configure or prepare the decommissioning at an alternate location.

Acceptance Criteria

EPA will accept the completion of this decommissioning after the space is fully operational:

The selected EPA staff inspect Room 9T5 for the successful completion of demolitions and decommissioning of the raised access flooring and steel pedestals;

The selected GSA, Building Management and vendor staff inspection of 9T5’s decommissioned plumbing, drainage, smoke detectors, electrical. Testing of fire suppression alarm system.

All documentation on recycling and/or reuse from the decommissioned raised access flooring material will been turned over to EPA.
