Questions/Answers in response to the Mandatory Site Visit

UPS RFQ Number: 68HE0418Q0009

Q1.) Where does EPA want electrical wiring coming in terminated? Is it at the source or terminated at the wall? If EPA wants it terminated at the source, how far is this?

A. There is no way to tell the distances of all the respective wire runs since they spread out to differing wire closets. All electrical, data, and phone lines must be removed back to their demarcation point located at their respective wire closets. A proper evaluation needs to be completed by tour contractor to establish the viability for reuse of any of these systems or rerouting. Do not forget your room is equipped with emergency power off (EPO) buttons which when depressed de-energize the electrical panels via shunt trip breaker devices. These will need to be addressed and systems modifications made by your contractor.

Q2.) Will the Fire system be disconnected prior to the contractor starting the decommissioning because we would trigger an alarm once we start pulling the detectors from the floor, etc.?

A. The local fire panel located in the room should be disabled by your fire systems contractor along with the pre-action sprinkler tamper and flow device attached to the panel. The local fire panel also is connected to the electrical shun trip system in the event there is an activation. The main fire panel in Fire Command will require programming changes by your contractor to remove all the deleted addressable devices (fire panel, area smoke detectors, flow and tamper, etc).

Q3.) Could you please provide a revised statement of work to show that the chilling pipe work is optional?

A. A revised SOW is attached.

Q4.) Could you please provide an extension for this bid to toward the end of May 2018?

A. The due date for the proposals is May 21, 2018, 12 noon, EST.

Q5.) Could you please confirm that all of the drop ceilings are staying?

A. All existing dropped ceilings stay/remain untouched.

Q6.) Could you please confirm that you don't want wiring/cabling on the one wall removed?

A. Confirmed

Q7a.) Could you please specify the make and model #(s) of the two (2) HVAC systems as well as age?

A. Pamona (Air), Model Number CW1200-40N-1010 and purchased in 1996.

Q7b.) Do you want the contractor to remove these two units and dispose of them from the site properly?

A. Yes, we do.

Q8.) Could you please confirm that EPA's IT staff and/or contractor that handles the fire suppression system will provide details regarding where the lines and connections are to ensure that no problems will arise during the decommissioning?

A. Your fire systems contractor will be shown where the devices are located mentioned previously and it will be there responsibility to insure adequate coordination with our office and Fire Command are taken.

It is also incumbent upon your contractor to control all aspects of your project.

Q9.) Could you please confirm that the contractor will not be responsible for any servers and/or other equipment that is to remain in the space? (probably safest approach for EPA to remove it during the decommissioning).

A. Confirmed.

Q10.) Is EPA planning on keeping the tile that contractor removes or does EPA want the contractor to discard of it?

A. Removed accessed raised tile flooring should NOT be discarded; must be either recycled and/or reused and certificate must be provided back to EPA on the final disposition.

Q11a.) Could you please provide the exact name of the floor tile (i.e. sturdy product from either Haworth or Tate manufacturers)?

A. EPA does not know the exact name of the floor tiles; only the two manufacturers, Haworth or Tate, who were producing concrete core tiles in 1995-1996 when the floor was purchased.

Q11b.) Do you want the contractor to purchase clean uncut tile?

A. EPA is unsure how to answer this question.

Q12.) Will EPA provide a dumpster or should the contractor provide a dumpster?

A. EPA does not provide a dumpster for the contractor’s use. Per conversation with Nancy Sellers, GSA, the contractor will provide their own dumpster and required to meet with the Dockmaster to provide a space in the loading dock bay to place the dumpster prior to commencement of work.

Q13.) Could you please confirm that EPA wants the doors to stay but everything else removed during the decommissioning?

A. All Doors and door hardware remains with EPA.
