About this file
This is a construction solicitation document issued by the City of Chicago Department of Water Management for the Jardine Water Purification Plant Sediment Force Main Improvements project (Specification Number 1315747A, DWM Project No. 18-302). The project involves rehabilitating the existing 18-inch diameter ductile iron sediment force main through close-fit HDPE liner insertion, installing new segments of 18-inch ductile iron force main where necessary, constructing a permanent 16-inch HDPE bypass pipeline, installing a new permanent bypass pump system within the plant building, and performing associated surface restoration work including concrete sidewalk and pavement removal/replacement, topsoil seeding, and temporary erosion control. The scope encompasses 28 line items with quantities ranging from individual lump sum items to linear footage measurements (e.g., 3,500 linear feet of compression-fit sliplining outside void space, 900 linear feet of horizontal directional drilling installation). The pre-bid conference is scheduled for April 29, 2026, at 10:00 a.m. Central Time at Jardine Water Purification Plant with an on-site visit immediately following at 11:00 a.m.; pre-registration closes April 28, 2026, at 2:00 p.m. The deadline for submitting questions is June 10, 2026, with the bid submittal deadline of July 17, 2026, at 11:00 a.m. Central Time via the City's eProcurement portal. The need-by date for project completion is June 4, 2027.
The contract requires a 5% bid deposit and a 100% performance bond of the total base bid. The project has contract-specific goals of 9.2% Minority Business Enterprise (MBE) participation and 1.4% Women Business Enterprise (WBE) participation. The work is funded through federal dollars via the USEPA Drinking Water State Revolving Loan Fund as administered by the Illinois Environmental Protection Agency (IEPA). The base bid must comply with Build America, Buy America (BABA) Act and American Iron and Steel Requirements (AISR), requiring all iron, steel, manufactured products, and construction materials to be produced in the United States. The contractor must submit verification documentation and maintain a log of all iron and steel components meeting AISR compliance. The contractor is responsible for obtaining all necessary permits including IEPA permits, Department of Underground Coordination (OUC) permits, Chicago Park District access permits, and must comply with NPDES permit requirements for emergency discharge. The project operates around a 24/7 functioning water treatment facility, requiring work during normal daytime hours only unless written approval from the Commissioner is obtained. The contractor must furnish and maintain a fully equipped Commissioner's Field Office of at least 600 square feet with specified equipment, furniture, and utilities throughout the contract period.

Question 4: Are the records of the existing 10” Sewer identified on Sheets 19-21. The pipe is nearly touching the existing 18” SFM from stations STA. 117+00 to STA. 109+55. Is it at the same elevation? Is it further away? Is it above head?
Answer: The 10” Sewer centerline elevation is approximately El. -8.5 through this area and is buried, similar to the 18” SFM. Note that work on SFM piping in this area is HDPE lining inside existing piping. Limited reference drawings are provided with this addendum but may not reflect current conditions.
Question 5: The only access identified to get underneath the deck/beams is show on Sheet 20 of 56 “Access Stairwell”. Can you identify the dimension of this doorway and any other access points to gain access to the excavation pits in this space?
Large amount of material to be installed, excavation required, large horizontal direction drill machine, pull equipment for the Compression FIT liner in this space.
Answer: Access to “void space” requires travel through overhead doors (119” W x 94” H) and then double “man” doors (66” W x 81” H) within the lower dock area of the plant. CDWM will also consider removal of masonry walls within this area to provide access with design sealed by a Structural Engineer licensed in the state of Illinois and restoration to existing conditions following construction. Sheet 20 (C-
14) indicates the stairwell is between columns 30 and 31.
Question 6: Can the height from dirt floor to column be identified on the drawings at the pit locations?
Answer: The height from dirt floor to column is 80” at the location of the stairwell. Note that conditions change towards either end of the “void space” from this location.
Limited reference drawings are provided with this addendum but may not reflect current conditions.
Question 7: Under the decking, in lieu of a HDPE liner, can a new HDPE line be installed to be the Sediment Force Main? If so, can this be installed via open cut and/or mounting to ceiling. Also, can the new Bypass line be installed via, open cut and/or mounting to ceiling under the decking?
Answer: Bid the installation per contract documents. Installation of unburied piping within the “void space” will not be considered based on freeze condition concerns.
Question 8: Has this project been consider to bid as a Design-Build given the challenges?
Answer: The existing construction contract was pursued as the most appropriate method to accomplish the work.
Question 9: Please extend the question deadline a minimum of six(6) weeks, as additional time is required to review the bid documents and submit questions to City of Chicago.
Answer: Based on extended bid due date, questions will be accepted excluding the 10 days preceding the new July 17th, 2026 bid due date. Therefore, the last day to submit questions is Friday, June 5, 2026.
Question 10: Please extend the bid opening deadline a minimum of six(6) weeks, as additional time is required to review the bid documents for constructability.

1.01 SCOPE OF WORK
The Scope of Work under this Contract consists of but is not limited to furnishing all labor, materials and equipment to rehabilitate, replace or provide the following.
1. Improvements to the Jardine Water Purification Plant’s (JWPP) sediment disposal system by rehabilitating the existing 18-inch diameter sediment force main and providing a new permanent bypass pump and a new 16-inch HDPE bypass pipeline that can be used when the existing sediment force main is taken out of service for rehabilitation or in the future for maintenance.
2. The existing 18-inch diameter ductile iron sediment force main will be rehabilitated by insertion of a close fit HDPE liner. Insertion of the liner will be at access pit openings created at various locations along the force main route (both inside the JWPP void space and in the public right-of-way). For areas that have difficulty to be rehabilitated by lining, a new segment of 18” ductile iron force main will be installed. Various appurtenances including but not limited to line valves, air release valves, fittings and manholes shall be provided on the rehabilitated pipeline.
3. A permanent 16-inch HDPE bypass pipeline from the JWPP will be installed and connected to an existing 24-inch sanitary sewer along Streeter Ave between Grand Ave and Illinois St. The bypass pipeline will be installed by horizontal directional drilling (HDD) and open cut construction as shown on the plans. A transition manhole with a flap gate will be installed to transition from force main to gravity sewer. A level sensor will be installed to monitor permanent bypass pumping in the existing sewer and integrated into JWPP’s SCADA system to assist for plant operations. A backflow valve and vault structure will be installed on the permanent bypass line upstream of the connection point to the existing 24-inch sanitary sewer to prevent sanitary sewer backups into the bypass line in JWPP and will only be open when the bypass pipeline is active.
Contractor shall submit CCTV of the existing sanitary sewer segment that the permanent bypass line is connecting into along with downstream segments prior and after the installation of the permanent bypass line connection, including a total of approximately 800-ft long for 24-inch, 27-inch, and 30-inch existing sewers. CCTVs shall be submitted to City of Chicago Sewer Department for review and approval. Repairs or lining of the existing sewer must be made as necessary prior to the connection of the bypass pipeline as requested by the City of Chicago Sewer Department. Contractor shall also maintain the existing conditions of the existing sewer during and after the permanent bypass line connection. Contractor shall provide a total of three (3) cleanings for the existing sewer, including two (2) cleanings for approximately 800-ft existing
