Solicitation No. 663-P-08-039, Amendment 2 USAID Ethiopia Food by Prescription
QUESTIONS and RESPONSES
Q. 1 In the Answers to Questions amendment released on September 3, 2008, page two, in response to question one, USAID states that "RUTF will not be procured under the FBP program" (R1.b). On page 6, later in the document, in response to question 15, USAID states that "the majority of RUTF will be procured by SCMS" (R.15), and then later in response to question 16, USAID states that "The $11 million not to exceed total estimated cost plus fixed fee, if any, for the base period includes funding for procurement of RUTF and FBP" (R.16). Can you clarify whether funds under this contract will be used to procure RUTF?
R.1 Offeror will be required to procure RUTF and fortified blended products. We apologize that we are unable to provide more detail regarding the quantities, since Ethiopia is a chronically food-insecure country. However, we do estimate that SCMS, described in Section C.6, will procure annually $5 million of RUTF and fortified-blended food to augment what the Offeror is expected to procure. Commodities from SCMS will be utilized first. However, as of September 2008, it is uncertain as to what nutritional coverage this quantity will provide to targeted populations, given the unstable commodity prices at present. Additionally, there is uncertainty regarding the percentage of food recipients who will relapse after graduation.
Targets are not cumulative, rather representing unique individuals receiving nutritional support. The Offeror must integrate this factor into program planning.
Q.2 Can you confirm the submission date for the proposal is Wednesday, September 24? R.18 states that the closing date is "Monday, September 24, 2008 at 10AM Addis Ababa time". However, September 24 is a Wednesday, not Monday.
R.2 The submission date is Wednesday, September 24, 2008
Q.3 Is proposal submission on A4 paper in 2-ring binders acceptable? The RFP states that submission must be on 8 1/2" by 11" paper (page 83) in three ring binders for the cost proposal (pages 87 and 88), though the RFP is silent on binder requirements for the technical proposal. 8 1/2" by 11" paper and three ring binders are not available within Ethiopia and this requirement is therefore excessively burdensome for hard-copy submission within Ethiopia, and it is requested that this requirement be reevaluated.
R.3 Yes a submission on A4 paper in 2-ring binders is acceptable. The requirement is revised as follows: “Submission must be on 8 1/2" by 11" or A4 paper (page 83) in two or three ring binders for both technical and cost proposals.”
