About this file

This single source justification document requests approval to sole source the procurement and installation of bowling equipment and materials for the St. Louis VA Medical Center to Bowl Rite Company for an estimated $100,000. The justification is that the Brunswick bowling pinsetters and lanes being relocated from a previous VA bowling alley require a Brunswick certified installer to ensure system compatibility and a single point of maintenance. Market research was not conducted due to an existing service contract with Bowl Rite and the need to maintain equipment warranties. Approval is granted in accordance with FAR 13.1061(b). The related federal contract opportunity is a solicitation to renovate space in a medical rehabilitation building for adaptive bowling at the St. Louis VA Medical Center.

VHAPM Part 813.106 Simplified Acquisition Procedures: Soliciting from a Single Source Attachment 1: Single Source Justification for SAP under the SAT

VHAPM Part 813.106 Page 1 of 1 Original Date: 08/30/17 Revision 02 Eff Date: 03/31/2020

DEPARTMENT OF VETERANS AFFAIRS

Justification for Single Source Awards IAW FAR 13.106‐1 For

Over Micro‐Purchase Threshold but Not Exceeding the SAT ($250K)

Acquisition Plan Action ID: 36C255‐19‐AP‐0561

1. Contracting Activity: Department of Veterans Affairs, VISN 15, NCO 15, St Louis Medical Center

Jefferson Barracks Division (JB), 2237 Funding Document: ___TBD____

2. Brief Description of Supplies/ Services required and the intended use/Estimated Amount: The St.

Louis VA Medical Center is requesting to obtain services and equipment for the procurement and installation of materials compatible with existing Medical Center property. Estimated price of $100,000.00

3. Unique characteristics that limit availability to only one source, with the reason no other supplies or services can be used: For a coordinated system and single point of maintenance for the STL VA it is in the best interest of the government to utilize Brunswick for the equipment and Bowl Rite as the installer. The Brunswick bowling pinsetters to be installed in the project will be relocated from the previous VA bowling alley. To ensure a consistent system and a single point of maintenance, all new bowling equipment shall be Brunswick.

To ensure a successful, coordinated installation, it is in the best interest of the government to also use Bowl Rite as the installer of the donated equipment. Hero’s Care will be using donated funds to procure critical bowling equipment through Bowl Rite for STL VA Bowling Alley Project. Bowl Rite is the only certified Brunswick installers in the Midwest able to install the used/donated materials. This was verified with Brunswick on a call on June 17, 2020 with the Brunswick director of sales. To prevent the installation of equipment by a non‐Brunswick certified company, a requirement to sole source to Bowl Rite is needed. To ensure a seamless installation of this equipment, a sole source to Bowl Rite needs to be used for the installation.

4. Description of market research conducted and results or statement why it was not conducted:

Market Research was not performed because the STL VA Medical Center has an existing service contract with this provider and in order to maintain the already performed service warranties this vendor must be used to install the Government furnished equipment. In addition, the bowling lanes shall be a specific manufacturer (Brunswick) to ensure the lanes and pin setters are compatible.

5. Contracting Officer's Certification: Purchase is approved in accordance with FAR13.106‐1(b). I certify that the foregoing justification is accurate and complete to the best of my knowledge and belief.
