About this file
This document outlines an asbestos removal and disposal plan for replacing electrical systems in Building 1 at the Jefferson Barracks VA Medical Center in St. Louis, Missouri. The project involves replacing and upgrading existing electrical systems including grounding systems, emergency electrical systems, power, secondary distribution and replacing/upgrading a transformer. The plan specifies containment, removal, and disposal procedures for identified asbestos-containing materials that may be impacted by the work, including thermal system insulation, floor tiles, mastics, and transite panels. Personal protective equipment requirements and medical surveillance procedures are defined. Air monitoring, inspection and clearance sampling protocols are provided to ensure regulated areas meet clearance criteria before demolition. The contractor must follow all applicable federal, state and local regulations for asbestos abatement work.

All documentation, inspection results and testing results generated by the VPIH will be available to the Contractor for information and consideration. The Contractor shall cooperate with and support the VPIH for efficient and smooth performance of their work.
The monitoring and inspection results of the VPIH will be used by the VA to issue any Stop Removal orders to the Contractor during abatement work and to accept or reject a regulated area or building as decontaminated.
6.2 Safety Briefings
Safety briefings for all affected employees will be conducted by the contractor’s Field Superintendent each morning prior to work activities or as frequently as needed, in the opinion of the VPIH, to assure the use of safe work practices and controls. The meeting will address the day's work objectives, procedures, equipment, etc. to be used, and the particular hazards to be controlled for that day and to review past activities.
6.3 Inspections
Daily inspections of the work site, material, and equipment will be conducted by the on-site Industrial Hygiene Technician (IHT) to ensure compliance with this Plan, the VA requirements, project specifications as well as applicable City of Saint Louis and County of Saint Louis Missouri Air Quality Programs, MDNR and OSHA regulations. These inspections will be incorporated into the asbestos abatement Quality Control Program.
Identified safety and health issues and deficiencies, actions, timetables, and responsibilities for correcting the deficiencies will be recorded on the IHT’s daily inspection reports. Follow-up inspections will be conducted and documented to ensure timely correction of any identified deficiencies.
6.4 Drug Abuse Policy
The use of drugs and/or alcohol in the work place is strictly prohibited in accordance with State and Federal laws and regulations and is in direct violation of VA policy.
