About this file
This document is a Pre-solicitation Questions and Answers (Q&A) for the 6552 HH AV Cabling and Infrastructure federal contract opportunity. The Q&A clarifies technical requirements and scope expectations for prospective contractors bidding on this project, which involves upgrading audio-visual and cabling infrastructure at the Hungry Horse Field Office (HHFO).
Key technical requirements include: MS Teams Room Appliance with BYOD capability (common models HP/Poly X70); Crestron DM Model (HD-MD6x2-4K-E) and Crestron NVX Model (DM-NVX-35x) digital media receivers/matrix switches; fiber optic cabling with strand counts meeting minimum Performance Work Statement specifications, with fiber manufacturer specifications to be clarified in the revised PWS; and wireless access points (CW9166i APs provided by government at heights varying from approximately 8 to 30 feet). The contractor is responsible for providing design specifications, hardware inventories, connectivity documentation, and shop drawings/cut sheets prior to installation. Network integration, VLAN/IP schemes, and switch port configuration are Reclamation's responsibility. Analog device integration and VoIP system installation will be provided by Reclamation (or OCIO), with the contractor providing cabling infrastructure and AV equipment to interface with the BOR Enterprise Cisco Call Manager system. The work includes replacing/upgrading analog devices, modernizing conference rooms for internet meetings, and conducting testing, coordination, and training services.

6552 HH AV Cabling and Infrastructure Pre-solicitation Questions and Answers 2.19.26
1. Teams requirement: When you say “native MS Teams capable,” do you require an MTR (Microsoft Teams Rooms) appliance, or is ‘Bring your own device (BYOD)/PC-based Teams acceptable?
Answer: We are requesting an MS Teams Room Appliance AND the ability to
BYOD.
2. Any required model/standard for a Native Teams Device?
Answer: None at this time as long at the contractor meets Trade Agreements Act (TAA) compliance and other contract requirements. However, common models currently used are HP/Poly X70.
3. Crestron scope: Are you providing an existing Crestron standards package/UI, or is the contractor expected to design UI/logic from scratch? Any required Crestron product family (DM, NVX, AirMedia, processor model)?
Answer: We have access to some information, but there may be intellectual property that we do not have access to and are unable to share with the contractor. Reclamation currently utilizes DM Model (Crestron HD-MD6x2-4K- E) and Crestron NVX Model (DM-NVX-35x). AirMedia has been flagged with security vulnerabilities and will not be utilized.
4. Digital media receivers/matrix: Please confirm required manufacturer/compatibility and whether “digital media receivers” must be Crestron DM endpoints or equivalent.
Answer: Reclamation currently utilizes DM Model (Crestron HD-MD6x2-4K-E) and Crestron NVX Model (DM-NVX-35x).
5. Fiber spec: Task 3 references Corning hardware in one place and CommScope in another. Which manufacturer/spec is required for interior vs exterior fiber terminations and LIU boxes?
Answer: Please see the revised Performance Work Statement which addresses this comment.
6. Fiber strand counts by segment: Drawings reference 24-strand in at least one run.
Please confirm required strand counts for each backbone segment vs the 6/12 strand language.
Answer: The strand counts should meet the minimum requirements outlined in the Performance Work Statement which varies based on the different end-to-end cable runs. Reclamation recognizes that installing more strands than the minimum specification may be more cost effective. The language allows for flexibility in order to keep costs lower while meeting the minimum requirements.
7. Network integration details: Will the Government provide VLAN/IP scheme and switch ports at MDF/IDFs for AV endpoints and WAPs? Any security hardening requirements for AV devices?
Answer: Reclamation will be responsible for these requirements. The contractor will only be physically installing the Wireless Access Points and ensuring they are connected to the network cables at each location.
8. GFE for WAP installs: Government provides CW9166i APs and mounting materials, do you also provide mounting locations and heights, or is contractor to field-verify?
Answer: The locations are specified in the drawings. The heights in the locations vary from approximately 8 feet to approximately 30 feet high.
9. Analog devices list: Could you please provide an inventory list of analog devices to remain analog and the required method of integration at the MDF (ports/ATA/gateway expectations).
Answer: The analog devices and the service of those devices will be the responsibility of Reclamation. If a high density of analog terminate at a 66 block, an Amphenol connection will be used to interface with the government furnished equipment. If cabling is not being modified, any connectivity will be the responsibility of the Government.
10. Submittals: Beyond insurance + safety plan + testing/training plans, are shop drawings/cut sheets required for all AV/cabling components prior to installation?
Answer: Yes, Reclamation requires design specifications, hardware inventories, and connectivity documentation. Please see the updated Performance Work Statement which addresses this change.
11. Regarding Task 1-6: Replace/upgrade/integrate analog devices at the Hungry Horse Field Office (HHFO); modernize two conference rooms to be internet meeting capable; test, coordinate and train for each upgrade. a. The Enterprise VoIP team will perform this function in partnership with the Hungry Horse and CPN region staff.
1. Is it safe to assume that Task 3 covers this analog to digital conversion by providing the required network infrastructure components to allow the connection to a newly installed VOIP system provided by USBR?
2. Or are you looking for a reseller to provide a turnkey VOIP solution as well.
Answer: Yes, Task 3 covers the analog to digital conversion. Reclamation (or now, OCIO) will be providing the VoIP system installation services.
Reclamation will be obtaining all of the necessary telephone/network hardware. The contractor shall provide the required cabling infrastructure and Audio Visual equipment to interface with the BOR Enterprise Cisco Call Manager system. OCIO IT will be supporting the contractor with voice integration of their system installation.
