PRE–SOLICITATION

50-1644-S-15-0001 SYNOPSIS

Wetland Restoration Project (Swinington WRP Ditch Plug) – Addison County, Vermont

USDA, Natural Resources Conservation Service in Vermont is planning to restore a wetland located in Addison County, Vermont. Major items of work are as follows:

· Excavation to create two depression areas

· Construct one ditch plug

· Seeding and mulching.

The performance time of the contract is approximately 1-2 calendar days after the Notice to Proceed has been issued by the Contracting Officer. Any contract resulting from this solicitation will be a firm fixed price contract. The North American Industry Classification for this acquisition is 237990 and the size requirement is small business and carries a standard of $36.5 million.

The solicitation will be issued as a Small Business Set-Aside. The magnitude of proposed construction is less than $25,000. The solicitation package along with the specifications and drawings will be issued as a Request for Quote and will be available for downloading from the Federal Business Opportunities website at www.fbo.gov on or around August 19, 2015. A site visit will be held on August 24, 2015 at 9:00 A.M. (EDT). Meet at the gated driveway, east of the junction of Old Jerusalem Rd, on the Leicester-Whiting Rd, Leicester, VT. The Contracting Officer’s Representative running the site visit will be Mr. Bob Thompson.

Quotes will be due by 4:00 P.M. EDT, September 09, 2015, at USDA-NRCS, Attn: Contracting Officer – Scott Crist, 6013 Lakeside Blvd, Indianapolis, IN 46278. The resultant award will administered out of Indiana. E-mail submissions of quotes is preferred. Please make sure to include the solicitation in the subject line at time of submittal.

A Notice to Proceed is expected to be issued on or about September 11, 2015 with construction to begin within 5 days of issuance. The Davis-Bacon Act Wage Determination No. General Decision Number: VT150033 dated 07/17/2015 VT33 Superseded General Decision Number: VT20140033 applies. PLEASE NOTE: Contractor will be required to follow the USDA-NRCS Supplement to OSHA Part 1926.

Notification of any changes to this pre-solicitation (amendments) shall be made only on the internet by the Contracting Officer. It is therefore the contractor’s responsibility to check the above listed web address daily for any posted changes to this solicitation. Downloading from the internet is free of charge; however, specifications and drawings may take a considerable amount of time to download. Telephone requests will not be accepted for request for copies of the solicitation.

Selected contractor must register with the System for Award Management (SAM) database at www.sam.gov. The first step in registering is to obtain a Data Universal Numbering System (DUNS) number, which is a unique nine-character identification number provided by the commercial company Dun & Bradstreet (D&B). To request a DUNS number call D&B toll free at 1-866-705-5711. Obtaining a DUNS number through this process is free of charge. It is highly suggested that any contractor submitting a bid to begin this process as soon as possible since it can take several days or longer to complete. Failure to register may cause a rejection of your offer.
