Swinington WRP – Leicester, VT (Ryan Crehan – Added Details):
1. No soil will be moved off site or brought to the site.
1. Depressions, ditch plug, and spoil area have been marked out with grade stakes and flagging in advance by US Fish and Wildlife Service and NRCS personnel.
1. Depression #1 – Soil will be excavated to a maximum of 21 inches with 10 to 1 side slope on all sites. Approximate volume of excavated material will be 450 Cubic Yards. This material will be transported 500 to 750 feet upslope to an upland area where it will be graded, seeded, and mulched.
1. Depression #2 – Soil will be excavated to a maximum of 21 inches with 10 to 1 side slope on all sites. Approximate volume of excavated material will be 560 Cubic Yards. Of this amount, 125 cubic yards will be used to construct the ditch plug (approximately 250 feet transport). The remaining 435 cubic yards will be transported 800 to 1000 feet to an upland area where it will be graded, seeded, and mulched.
1. Topsoil, along with muck and vegetation, will be removed from the ditch plug location. A keyway will be excavated perpendicular to the ditch. Topsoil shall be respreads over the ditch plug once construction is complete.
1. The 125 cubic yards of subsoil (non-organic) from Depression #2 will be compacted into the ditch to create the plug. The ditch plug will have 5 to 1 side slopes on the front and back faces and have a 10 feet wide top.
1. The spoil area and ditch plug will be seeded with a conservation mix and mulched. Approximate area = 0.5 Acres.
1. This project does NOT involve any tree planting
1. No silt fence is anticipated for this project.
1. Track trucks are recommended for this project due to wet conditions.
1. Mowing before construction is not necessary but can be done, if the contractor feels it is necessary. There will be no additional compensation for mowing.
Review of Federal Contracting Process – Bob Thompson
1. The solicitation has been issued and resides in Fedbizzops – 65-1644-S-15-0001. The due date is 9/9/15.
1. The solicitation has been amended, the number has changed FROM: 65-1644-S-15-0001 TO: 50-1644-S-15-0001. This needs to be referenced in the SF-1442, see below.
1. This project is set aside for Small Business. The NAICS code is 237990 with a small business size standard of $36.5 million.
1. The magnitude of this project is less than $25,000.
1. Davis Bacon wages will be followed.
1. The awardee will be required to furnish Irrevocable Letter of Credit.
1. Liquidated damages will NOT be assessed if project not completed on time.
1. Performance time will be 5 days to complete the project with no winter shut down.
1. The work week will be Monday through Friday, 10 hour days.
1. Documents that are required to be submitted.
9. Signed SF-1442 – make sure to acknowledge all amendments.
9. Section B – Bid schedule.
9. Section K – Certifications and Representations, unless completed in SAM.
9. Irrevocable Letter of Credit.
9. Evidence of active registration in SAM (System for Award Management) – Print cover page of their company when going into SAM.GOV which verifies their registration and DUNS Number.
1. All questions must be emailed to Scott Crist, Contracting Officer, at scott.crist@in.usda.gov
1. An amendment with notes from the site showing and sign in roster will be posted to FedBizOpps (www.fbo.gov) within one (1) week after completion of site visit. This amendment must also be referenced on the SF-1442.
1. Deductive bid items may be removed from the work/awarded contract if adequate funding is not available.
1. Ryan will be the inspector and Bob is the COTR, however; neither Ryan nor Bob have the authority to change the contract.
Questions:
1. Five days is not a lot of time, what happens if we go over? How much flexibility is there in the performance time? This project should not exceed 10 days. This timeframe has been modified in the Solicitation.
1. What happens if we get a huge rain event, like Tropical Storm Irene, and we can’t get onto the construction site? Details of provisions that will be incorporated into award as clauses supporting this question remain unchanged and reside in section F of this solicitation.
Clarification on seeding requirements in Note #10 on the “Wetland Restoration Ditch Plug Detail” remains unchanged in its original solicitation form.
Nitrogen – 30 lbs./acre Phosphorous – 60 lbs./acre Potassium – 60 lbs./acre Creeping Red Fescue (Elsylva) – 20 lbs./acre Red Top (Common) – 3 lbs./acre Birdstop Trefoil (Empire) – 8 lbs./acre Mulch – 2 tons/acre Estimated Quantity ~ 0.5 Acres.
