About this file

This is a Pre-Solicitation Notice for Architect-Engineer (A-E) services issued by the Department of the Air Force, 766th Expeditionary Support Squadron, for two projects at Joint Base Pearl Harbor-Hickam (JBPHH) in Hawaii.

The Air Force intends to solicit non-personal A-E services to prepare complete 100 percent construction documents for two renovation projects: (1) Ni-CAD Battery Shop (KNMD 250006)—a 671-square-foot interior renovation in Building 2131H requiring hazardous ventilation, hydrogen gas detection, electrical classification, and emergency response design; and (2) Joint Mission Planning Facility (KNMD 260001)—a 21,672-square-foot full renovation in Building 2155H that includes a 3,000-square-foot Sensitive Compartmented Information Facility (SCIF) compliant with ICD/ICS 705 standards, plus supporting architectural, structural, mechanical, electrical, fire protection, and communications/ICT design. The acquisition will be conducted under RFO Subpart 36 using qualifications-based selection procedures, with evaluation based on demonstrated competence and qualifications rather than price competition. The Government will negotiate a fair and reasonable price with the selected firm following qualification review.

The anticipated contract is a single Firm-Fixed-Price award. The NAICS code is 541310 (Architectural Services). Performance periods are 120 calendar days for the Ni-CAD Battery Shop and 270 calendar days for the Joint Mission Planning Facility, both measured from award. Minimum qualifications include recent Department of Defense A-E design experience of similar scope and complexity, professionally licensed architects and engineers in Hawaii, demonstrated ability to produce UFC-compliant design packages, project-specific specialized experience, and ability to conduct site visits and coordination meetings at JBPHH. This acquisition is currently anticipated as a total small business set-aside, though the Government reserves the right to adjust the socio-economic set-aside approach in the final solicitation. The solicitation will be available through SAM.gov. Primary contact is SSgt Spencer Moses, Contract Officer, at spencer.moses@us.af.mil, 808-789-3165 (COMM) or 447-3165 (DSN).
