About this file

This Notice of Availability (NOA) is seeking interested parties to develop approximately 9.2 acres of land at NASA's Glenn Research Center (GRC) Lewis Field in Cleveland, Ohio. NASA aims to identify potential tenants for research, technology, aerospace, or academic purposes that align with the GRC Master Plan, with the objectives of increasing commercial access to space, diversifying the user base, and promoting relationships that will build or expand aerospace-related capabilities.

The available property includes a 45,510 square foot Administration Building set for demolition in FY 2026, with potential development limitations due to environmental controls and proximity to Cleveland Hopkins International Airport. Interested parties must submit responses within 30 days, providing details such as organization information, projected development schedule, financial capability evidence, and how their proposed use would achieve NASA's objectives. NASA will not cover any development costs, which will be the sole responsibility of the tenant, and reserves the right to determine the best use of the property based on the responses received.

Notice of Availability (NOA)

GRC-NOA-2025-2

Seeking Interest in the Use of The LF Northern Plot at the

NASA Glenn Research Center

Description

The purpose of this Notice of Availability (NOA) is to publicize research and development, aerospace and/or academia development opportunities at the National Aeronautics and Space Administration (NASA), Glenn Research Center (GRC) Lewis Field (LF) in Cleveland, Ohio (see Figures 1 and 2). This notice is issued by NASA GRC in Cleveland, Ohio which has responsibility for the management of these facilities.

NASA is seeking tenants interested in developing land at GRC for research, technology, aerospace, or academic purposes in alignment with the GRC Master Plan. NASA may engage in discussions with any respondent based upon the information submitted in response to this NOA.

In accordance with the GRC Master Plan, the uses of the land NASA will consider under this NOA are described in this document.

Available Property

This announcement encompasses land located within the boundaries of GRC. The approximately 9.2-acre site includes the 45,510 square foot Administration Building, accompanying parking lot, and adjacent, non-excess land – excluding the Main Sanitary Lift Station as shown in Figure 3. NASA intends to demolish the Administration Building during

FY 2026.

Development Limitations

In accordance with Land Use Controls set forth by the Ohio Environmental Protection Agency (EPA) “Decision Document for the Remediation of NASA Glenn Research Center at Lewis Field – Central West Area”, the land is limited to commercial/industrial use.

There may also be potential development limitations based on the site’s proximity to Cleveland Hopkins International Airport and location relative to Runway 10/28, as depicted in Figure 4.

Development limitations near airport runways, such as Runway Protection Zones (RPZ), exist to ensure aviation safety and minimize potential hazards, primarily through height restrictions and land use compatibility. The tenant’s proposed use shall comply with all restrictions and/or limitations set forth by both local and federal regulations.

Land

GRC Lewis Field is comprised of 307 acres and includes 79 active buildings and 108 structures and systems (electrical substations, cooling towers, underground utilities, etc.). The buildings on the Center, many of which are specialized research and development facilities, enclose a total of

2.2 million square feet of floor area. GRC is in a secure area with no public access and would require use-restrictions for any third party, or GRC may redefine secure boundaries as part of the model Enhanced Use Lease (EUL).

Supporting Infrastructure

Cleveland Hopkins International Airport

Demand services such as utilities, minor construction, shipping/receiving, mail service, or operations and maintenance above base level services are available as needed with reimbursement by the tenant under a separate services agreement.

NASA may grant a tenant access to, or use of real property for a specified term through an instrument such as a lease in accordance with Title 51, National and Commercial Space Programs.

Aerospace-related commercial use of GRC real property supports NASA’s mandate to “seek and encourage, to the maximum extent possible, the fullest commercial use of space,” as stated in 51 U.S.C. § 20112(a)(4) and advances the National Space Policy that “United States Government space technology and infrastructure are made available for commercial use on a reimbursable, noninterference, and equitable basis to the maximum practical extent.” NASA invites all categories of U.S. domestic entities, including commercial, federal, and state organizations, and United States Commercial Providers as defined in the Space Commerce Act, 51 U.S.C. § 50101(7), to submit responses to this NOA.

It is NASA’s intent to ensure fairness to all parties and to ensure the best value to the Government in granting use of NASA real property.

NOA Objectives

NASA’s objectives are:

1. Identify specific industry and non-federal public entities interested in partnering with NASA for land use at GRC, as described in the purpose of this NOA;

2. Increase commercial access to space;

3. Diversify the user base and operations at GRC; and

4. Promote relationships that will build, expand, modernize, or research, technology and aerospace related capabilities at GRC.

NASA will only engage in discussions or enter into an agreement if it determines that doing so is in the Government’s best interest. NASA is not precluded from entering into agreements with other federal entities for uses identified in this NOA, nor from using any real property at GRC for NASA purposes, regardless of expressions of interest and proposed uses that NASA may receive from industry or non-federal public entities pursuant to this NOA.

Neither this NOA nor any response to it places NASA under any obligation to proceed with any particular action.

Uses That NASA Will Not Consider

NASA will not consider:

• Proposed uses that NASA deems incompatible with the current GRC Master Plan, NASA or GRC facility use policies, or existing environmental conditions;

• Proposed uses that could negatively impact any NASA mission;

• Proposed non-aerospace uses of GRC real property or proposed uses that do not otherwise contribute to a NASA objective;

• Proposed transfer of title;

• Proposed residential uses; or

• Proposed uses that NASA in its sole discretion determines not to be in the best interest of the Government.

Environmental Compliance

Respondents must ensure that proposed uses align with NASA’s practice of emphasizing environmental stewardship of the natural environment, ensuring appropriate mitigation measures are implemented to offset development impacts, and protecting critical habitat to the highest extent possible. Any proposed uses may require additional NEPA analysis addressing the specific use and its potential impacts. Respondents are responsible for providing NASA with any additional environmental analysis that NASA may require to complete additional NEPA documentation.

NASA retains the right of entry onto the land for the purpose of inspection for the determination of compliance with and continuance of remedial actions and activity restrictions, as well as the right of access for remedial action and remediation equipment. Accordingly, the respondent will be required to coordinate with NASA to ensure compliance with environmental laws and regulations (e.g., Clean Air Act, Clean Water Act, Resource Conservation and Recovery Act, National Historic Preservation Act, etc.)

Tenant’s Responsibility for Costs of Land Development

NASA will not be responsible for the costs of a tenant’s land development. Such costs will be the sole responsibility of the tenant; they may include, but are not limited to:

• Design and construction costs for improvements;

• Costs associated with environmental compliance (e.g., regulatory permitting, NEPA compliance);

• Any costs associated the with design and construction of needed improvements to infrastructure components/systems (e.g., roads, water, utilities, sewer, wastewater, etc.);

• All operations and maintenance costs associated with the leasehold; and

• Lease costs.

Instructions for Responses

Interested parties shall submit responses by e-mail to the points of contact (POCs) listed below.

The response shall clearly identify the land use needs and planned use of the real property requested.

4) Any additional information that would be relevant to achieving one or more of the objectives enumerated above.

This NOA is not a commitment by the Government to enter into any contract, agreement, lease, negotiation of any contract agreement, lease. NASA will not pay for any information provided nor any administrative costs incurred in response to this NOA. NASA will not provide information concerning or developed in the course of its deliberative process.
