Access to the site: Access is possible by a combination of paved highways, county and Forest Service dirt surface roads.
Vehicle travel is limited to designated routes; off road/trail vehicle travel is prohibited. Equipment will drive to the nearest designated route for maintenance, fuel, etc. In the event of a breakdown, then cross country travel could occur with Richfield Ranger District approval.
SPECIFIC TASKS:
Work Limits:
Thinning:
-95-100% of all conifer trees and saplings within areas shown on the treatment unit maps shall be completely severed from the stump(s) unless explicit instructions exist otherwise. Desired species composition is 95% or greater aspen with the remaining conifer species constituting <5% total volume in all size classes. In order to meet stand objectives and promote a healthy stand and habitat, mechanical thinning will be done to encourage aspen suckering and the development of a nearly pure two-aged early seral aspen stand.
-No aspen will be cut with the exception of incidental cutting to access conifers, provided the total number of conifers removed from the area accessed is greater than the number of aspen that will be cut for access and those foreseeably significantly damaged. Significant damage is defined as bark loss greater than 25% of the tree’s circumference or damage to the crown resulting in a live crown ratio of less than 10%. All live aspen significantly damaged from the thinning operation are to be cut.
-Trees located on rocky ridges, or in other areas that are not as susceptible to fire will not be cut.
-Efforts will be made to cut trees as close to the ground as possible with no live limbs left on the stump of cut trees.
-Dead conifers may be cut and incorporated into slash piles as described above, provided the number of large snags left is 200 snags greater than 8 inches in diameter breast height (DBH) and 15 feet tall per 100 acres.
Piling:
-Conifers cut within 200 feet of a road will be whole tree skidded and neatly piled lengthwise in openings or meadows within 20 feet from the road. All cut trees further than 200 feet from the road will be consolidated into large slash piles kept nearly free of dirt.
-Except in areas where explicit instructions exist to jack-straw material for ungulate browsing mitigation, all other cut conifers within the treatment unit boundaries shall be piled into 15’ tall by 15’ wide or larger piles. Incidental aspen cut for access or substantially damaged during mechanical operations numbering up to 10 per acre can either be piled with the conifers or left on the forest floor. All additional cut aspen must be piled in accordance to the standards for conifers.
-Preference should be given to locating slash piles outside of the stand. Where this is not possible, up to two acre openings consisting of cutting and piling every tree regardless of species will be allowed. The number of clearings will number no more than necessary to account for slash produced. In all slash piles, all objects which extend more than 10 feet in any direction from the pile profile will be cut off and returned to the pile. All culverts and ditches will be cleared of slash
-Within the aspen areas, a minimum of 50 down logs per 10 acres, 6-inch diameter at 8 feet long, and 30 tons per 10 acres will be retained.
-Dead conifers may be cut and incorporated into slash piles as described above, provided the number of large snags left is 200 snags greater than 8 inches in diameter breast height (DBH) and 15 feet tall per 100 acres.
22 August 201822 August 2018
Shape files of the individual treatment units will be provided to be loaded on a GPS receiver upon request. If requested, it will be the contractor’s responsibility to provide a GPS that is capable of loading treatment units from a computer.
Government staff will identify with flagging individual unit boundaries if not clearly defined by roads, or changes in vegetation for the work executed under the contract.
Additional treatment specifications:
1. Vehicle travel is limited to designated routes; off road/trail vehicle travel is prohibited.
The COR and/or PI will do periodic inspections which may include compliance monitoring plots to ensure consistency with contract specifications.
Records and Notification: The Contractor shall maintain adequate records to allow the Richfield Ranger District, Fishlake National Forest to monitor contract progress and for the Contractor to be accountable for work quality. Contractor records shall include: (1) work dates, (2) number of acres completed, (3) location of acres completed (4) supervisor/inspector name, (5) work quality percentage and (6) supervisor signature and date. Written notice of completed acreage shall be submitted to the Project Manager on a biweekly basis.
CONTRACTOR FURNISHED EQUIPMENT:
The Contractor shall furnish all labor, equipment, supervision, transportation, operating supplies and incidentals to perform all work as set forth in the specifications.
Equipment Requirements:
The Contractor shall furnish Equipment on a fully-operational basis, with competent, fully-qualified operators, and shall meet the following specifications:
1. Operate forestry type heavy equipment capable of cutting, skidding and piling coniferous tree species on up to a 40% slope, cutting as low to the ground level as possible, and 15’ tall by 15’ wide or larger piles.
2. Equipment shall be free of fluid leaks and be in good operating condition.
3. Equipment shall be washed before entering and exiting National Forest System lands. All soil and plant parts shall be removed to prevent the spread of noxious weeds in and out of the project area.
