About this file
This document is a Limited Source Justification for a Federal Supply Schedule Order from the Peace Corps. The agency plans to issue a new task order to Business Operational Concepts, LLC for Service Desk Support under the GSA Multiple Award Schedule (MAS) Category 54151S for Information Technology Professional Services. The contract will cover a 12-month base period from September 14, 2025, through September 13, 2026, with an optional six-month extension possible.
The justification explains that the Peace Corps is using a "logical follow-on" approach with the incumbent contractor due to ongoing delays in alternative procurement methods and internal challenges in finalizing future requirements. The bridge contract will allow the agency to maintain critical IT support services without disruption, leverage the contractor's existing institutional knowledge, and provide time to develop a comprehensive competitive acquisition strategy for future help desk services. The total contract value is redacted, but the agency intends to fully recompete the requirement in Fiscal Year 2026 under the GSA MAS program.

LIMITED SOURCE
FOR FEDERAL SUPPLY SCHEDULE ORDER (GSA)
For an acquisition exceeding the SAT
(FAR 8.405-6)
1. IDENTIFICATION OF THE AGENCY AND THE CONTRACTING ACTIVITY:
This is limited source justification prepared by the United States Peace Corps, Office of the Chief Financial Officer, Acquisition and Contracts Management (OCFO/ACM) on behalf of the Office of the Chief Information Officer. The OCFO/ACM is located at 1275 First Street NE, Washington, D.C. 20526.
2. NATURE AND/OR DESCRIPTION OF THE ACTION BEING APPROVED:
This acquisition is conducted under the authority of the Multiple Award Schedule (MAS) Program, pursuant to Title 41 U.S.C. 152(3) and Title 40 U.S.C. 501. This action will result in the issuance of a new task order under the General Services Administration (GSA) Federal Supply Schedule (FSS). The vendor identified for award is Business Operational Concepts, LLC.
3. DESCRIPTION OF THE SUPPLIES OR SERVICES REQUIRED TO MEET THE AGENCY’S
NEEDS (INCLUDING THE ESTIMATED VALUE).
The proposed contract action is for the continuation of Service Desk Support in accordance with the existing Performance Work Statement (PWS) under the current contract. The Period of Performance will be for a 12-month base period from 14-Sep-2025 through 13-Sep-2026. The task order also includes an optional extension of up to six months, in accordance with FAR 52.217-8, which would extend the period of performance through March 13, 2027, if exercised.. If the optional extension is exercised, the total estimated value is
4. IDENTIFICATION OF THE JUSTIFICATION RATIONALE AND/OR DEMONSTRATION OF
CONTRACTOR’S UNIQUE QUALIFICATIONS:
This justification is made under the authority of FAR 8.405-6(a)(1)(i)(C) – Logical Follow-on. The original task order (47QTCA19D00CL / 1145PC20F0525) was competitively awarded to Business Operational Concepts, LLC on September 1, 2020, under GSA MAS 70 (now consolidated under MAS Category 54151S – IT Professional Services).
The Peace Corps originally planned to recompete this requirement through assisted acquisition under the NIH Information Technology Acquisition and Assessment Center (NITAAC), leveraging the CIO- SP4 Governmentwide Acquisition Contract (GWAC). However, due to ongoing delays in the CIO-SP4 award process and broader uncertainty surrounding the future of GWACs outside GSA, the agency revised its acquisition strategy. This decision was informed by the March 20, 2025, Executive Order titled “Eliminating Waste and Saving Taxpayer Dollars by Consolidating Procurement”. In alignment with this shift, the Peace Corps determined that continuing under the GSA MAS program would provide the most stable and compliant path forward for this critical IT support requirement. In addition, the agency experienced internal delays in finalizing the scope of the follow-on requirement. Evolving mission needs and uncertainties regarding the scale and structure of future help desk services contributed to delays in the competitive acquisition process.
Awarding a short-term bridge task order to the incumbent contractor is necessary to avoid a disruption in essential IT support services. Failure to award a bridge task order would result in disruption of critical Information Technology Support Services provided to Peace Corps. The lack of support services would have harmful consequences because of how critical the services are to the daily operations of the Agency.
The continuation of support services, including help desk support, incident resolution, and system access management is required to meet the requirements of the Peace Corps while a new task order is competed.
Transitioning to a new contractor at this time would require onboarding, security clearance processing, and system access provisioning, which could take several months and result in unacceptable delays and operational risk. Moreover, the incumbent contractor is already fully trained in Peace Corps systems, policies, and help desk operations. This institutional knowledge enables them to continue providing seamless support without the need for additional ramp-up time or training. Their familiarity with agency-specific tools and workflows further reduces the risk of service degradation during the bridge period.
This bridge contract will also place the agency in a stronger position to ensure that the scope and scale of future help desk services are better aligned with evolving operational needs. It will provide the necessary time to finalize requirements and conduct a robust, competitive acquisition for the long-term solution.
5. DETERMINATION OF THE BEST VALUE:
The proposed order using this limited source justification will be procured through the GSA MAS Category 54151S, Information Technology Professional Services. Pursuant to FAR Subpart 8.404(d), GSA has already determined fixed rates for services offered at hourly rates to be fair and reasonable. The ordering activity has also reviewed the pricing and determined it to be fair and reasonable for this scope of work based on historical pricing.
6. DESCRIPTION OF THE MARKET:
Market research was conducted among GSA MAS Category 54151S contract holders. This research confirmed that multiple vendors are capable of providing the required Service Desk Support services.
However, due to the limited time remaining before the expiration of the current task order and the time required to conduct a full and open competition, onboard a new vendor, and complete necessary security clearances and system access provisioning, a competitive award is not feasible at this time without risking a lapse in service.
7. ANY OTHER FACTS SUPPORTING THE JUSTIFICATION:
The Peace Corps intends to recompete this requirement under the GSA MAS program in Fiscal Year 2026 (FY26). The bridge task order will provide the agency with the time needed to finalize the scope of the follow-on requirement and conduct a robust, competitive acquisition that reflects the agency’s evolving operational needs. In accordance with FAR 8.405-6(a)(2), the Limited Sources Justification and award notice will be posted publicly on SAM.gov within 14 days of award.
8. ACTIONS TAKEN TO REMOVE BARRIERS TO COMPETITION:
The Peace Corps is actively preparing a requirements package for a new task order under the GSA MAS program. This will allow qualified schedule holders to compete for the follow-on requirement.
