About this file
This is a Justification for Sole Source Procurement document supporting a $15,000-$350,000 contract action for the Defense Logistics Agency (DLA) Weapons Support at Puget Sound Naval Shipyard.
DLA Code 135 is requesting the purchase of five Kowotest Kowoden TDi tabletop densitometers, Part Number RT-KT-13-40520, with backlit display. The required delivery date is September 14, 2026. The sole source manufacturer is Kowotest GmbH (Solinger Strasse 186, 40764 Langenfeld, Germany; contact: Andre Storm, +49 2173 22383). The authorized dealer/representative is NDT Supply.com (Jack Farrell, 7952 Nieman Road, Lenexa, KS 66214-1560, 913-685-0675 ext 139). The justification asserts that the Kowoden TDi is the only equipment capable of meeting critical nuclear-grade weld inspection requirements because it features an alignment reference width of no more than 1/64" and a transparent target system, enabling precise detection of micro-fissures and voids in highly compact weld areas. Alternative systems, including the currently utilized DT-300 model, possess wider alignment references and opaque targets that obscure exact weld locations, compromising data integrity and mission safety. The equipment maintains a standalone desktop footprint of 11" x 15" x 7.5", accommodates standard Code-required radiographic film sizes up to 14" x 17", operates on standard utility power, and requires no IT network integration or structural modifications to existing facilities at Puget Sound Naval Shipyard. The Kowoden TDi has been field-proven by Norfolk and Portsmouth inspection teams and approved by MetCal for purchase. The document was signed by Contracting Officer Karl Lindley on 07/28/2026, with the Planner signature dated 7/15/26.

X Description of the item or service required, the estimated cost, and required delivery date.
Code 135 requests DLA to purchase 5 Kowotest Kowoden TDi tabletop densitometers, P/N RT-KT- 13-40520, with backlit display to support critical Radiography inspections on ships projects.
The estimated cost will be and the required delivery date is September 14, 2026.
X Specific characteristics of the material or service that limit the availability to a sole source or particular brand name (unique features, function of the item, etc.). Describe in detail why only this suggested source can furnish the requirements to the exclusion of other sources.
The Kowoden TDi desktop densitometer is the sole source minimum technical and operational requirements for critical nuclear-grade weld inspections.
Market research was conducted, specifically evaluating alternative LED backlit tabletop models including the currently utilized DT-300 model. None of these alternative systems can meet the necessary technical thresholds because to inspect the highly compact and critical weld areas tasked to Code 135, the densitometer must possess an alignment reference width of no more than and a transparent target system. The current DT-300 has wider alignment references and an opaque target, which directly obscures the exact weld area, severely degrading the locational accuracy required to detect micro-fissures or voids. Sourcing any other model would directly compromise data integrity and mission safety on critical nuclear-grade systems.
The Kowoden TDi has been thoroughly field-proven by the Norfolk and Portsmouth inspection teams, establishing a baseline of reliability. Furthermore, this specific model has been approved by MetCal for purchase.
X The requested material or service represents the minimum requirements of the Government.
CHECK & FILL IN ALL APPLICABLE BLANKS BELOW
X The material/service must be compatible in all aspects (form, fit and function) with existing systems presently installed. Describe the equipment you have now and how the new item/service must coordinate, connect, or interface with the existing system.
Form: The unit maintains a standalone desktop footprint 11 15 7.5 configuration that is equivalent to or smaller than the legacy DT-300 units currently installed at Puget Sound Naval Shipyard. It requires no specialized mounting, structural modifications, or dedicated laboratory tables, allowing it to occupy the exact physical workspace currently designated for film density evaluation. It operates using standard utility power without requiring custom electrical infrastructure.
Fit: As a standalone unit, the system physically accommodates the standard Code-required radiographic film sizes up to feed guides. It physically aligns with existing auxiliary equipment, including standard light tables, film viewers, and manual sorting areas. It does not require integration into the local IT network or external software databases to execute its core reading capabilities, ensuring zero disruption to existing secure workstation architectures.
