About this file

This is a Request for Assistance (RFA) document from the State of Oregon for disaster response transportation services. The Oregon Emergency Management agency seeks qualified vendors to provide transportation services during emergency response operations in the state. The scope of services includes taxi services, shuttle transportation, non-emergency medical transport, and other related transportation services as needed during disaster response situations. The RFA outlines the requirements for vendors to qualify as eligible service providers and establishes the framework for how transportation services will be requested and delivered during declared emergencies. The document specifies that responding organizations must demonstrate their capacity to mobilize resources quickly and operate effectively under emergency conditions. The contract term and specific response deadlines, award dates, and renewal options are detailed within the document to establish the timeline for implementation and ongoing service delivery.

The pricing structure for transportation services will be negotiated based on the specific services requested and actual usage during emergency response operations. The RFA indicates that this is an open procurement allowing multiple vendors to be selected and maintained on a roster of pre-qualified providers. Funding for these services will be derived from disaster response budgets and emergency management appropriations. The document establishes that vendors selected through this RFA will be required to meet insurance requirements, maintain operational readiness, and comply with all state procurement regulations. Priority may be given to vendors with demonstrated experience in emergency response logistics and established relationships with emergency management agencies.

SECTION 1. INTRODUCTION.

The State of Oregon, acting by and through the ODHS, OREM, (“Agency”), is issuing this Request for Applications (RFA) for Transportation of People during Disaster Response, such as Taxi, Shuttle, Non-Emergency Medical Transportation (NEMT), and Other Transportation Services (the “Services”).

Agency is seeking Applications from qualified Applicants to serve as transportation providers for individuals accessing OREM services or local community resources it is supporting. Examples may include, but is not limited to, picking up a client from their home, ODHS facility, or similar location, and transporting them to warming and cooling shelters, congregate shelters, non-congregate shelter settings such as hotels or motels located throughout Oregon, or other location as provided by

ODHS.

This RFA includes multiple Transportation options Applicants may choose to provide. This includes general taxi, shuttle, or bus transportation services; ride share or ride-hailing services; transportation brokerages;

NEMT providers; and other types of transportation services. Needs of individuals requiring transport may include those having no or limited access and functional or medical need, people with access and functional needs (e.g., a disability requiring a wheelchair) requiring an accessible vehicle for transport, and people with significant needs (e.g., utilizes a medical device or otherwise medical needs) needing non-emergency medical support available for transportation. OREM’s clients may also include individuals experiencing houselessness who may require assistance with their belongings, or individuals with support service animals.

ODHS OREM is active during disasters and emergencies, so ability to transport in severe weather conditions is strongly preferred, but not required to apply. The goal is to have as many service providers under an agreement as possible to have coverage for a variety of needs and capabilities.

During the Application process, Applicants will be able to select the services and levels of support it is able to provide, as well as geographical service area. Providing all types and levels of transportation is not a requirement to apply, and if awarded a contract Applicant will have the ability to accept or deny each request at its discretion.

This RFA document provides information to Applicants about the Application process and criteria the Agency will use to approve or

RFA S-10000-00015204 Page 3 of 44 disapprove submitted Applications. Only Agency approved Applications will be considered for award of a Price Agreement.

Agency anticipates the award of multiple Price Agreements from this RFA.

Agency reserves the right to extend, via a written amendment, the term of any awarded Price Agreement up to a maximum agreement term of seven

(7) years without further solicitation. Agency does not guarantee to successful Applicants that a minimum or maximum amount of Services will be ordered by Agency under any awarded Price Agreement and Services Request Order. Services ordered by Agency from any resulting Price Agreement will strictly be on an as-needed basis and will be ordered by Agency using the “Services Request Order Process” outlined in Exhibit A, Part 1, “Statement of Work”, Section 3, in Attachment 4, “Sample Price Agreement”.

Agency is asking Applicants to provide their current rate or rates for the Services they select to provide in Attachment C, “Applicant Questionnaire and Services Selection”. Agency will negotiate the final Services rate or rates with successful Applicants during Price Agreement negotiations.

SECTION 2. AUTHORITY.

Agency is issuing this RFA pursuant to its authority under ORS 279A.050, OAR 125-246- 0170(2)(d)(E), and DAS SP #826-16.

SECTION 3. DEFINITIONS.

For the purposes of this RFA, capitalized words are defined in OAR 125-246- 0110 or as defined below.

“Agency” means the Oregon Department of Human Services (ODHS), Office of Resilience and Emergency Management (OREM).

“Applicant” means an individual or business who submits an Application Packet for review and consideration.

“Application Packet” or “Application” means a written response to this RFA that contains all of the documents described herein. The term Application Packet and Application are used interchangeably.

“Client” means the Agency’s recipient of Services under a Price Agreement resulting from this RFA. The term “Clients” means (i) a group of individual Clients or (ii) a Client Household, unless expressly stated otherwise, or (iii) both.

RFA S-10000-00015204 Page 4 of 44

“Transportation” means picking up a Client at a pickup location and dropping them off at a destination, as specified by ODHS.

“Transportation of People with Access & Functional Needs” means transportation of individuals or groups of individuals who have disabilities or other access and functional needs. Transporting these individuals may require special vehicles or equipment to transport, such as ramps and wheelchair storage.

“Non-Emergency Medical Transportation” means transportation with medical needs that may require ambulatory support for transport. An example of people in this category are ODHS clients of a long-term care facility that requires medical assistance or equipment in order to safely transport from one facility to another, but the transportation is not an emergency in the sense that it does not require 9-1-1 assistance or first responder personnel.

SECTION 4. PURPOSE AND OVERVIEW.

4.1. Agency Overview and Background.

ODHS is Oregon’s principal agency for helping Oregonians in their own communities achieve wellbeing and independence through opportunities that protect, empower, respect choice, and preserve dignity, especially for those who are least able to help themselves.

ODHS also has many responsibilities to support people in Oregon as well as ODHS’ facilities and clients during disasters and other emergencies or emergent life-safety events. At its base, OREM supports business continuity for ODHS and its clients to ensure people continue to receive services during emergencies. Under the State’s Comprehensive Emergency Management Plan, ODHS is the primary Agency responsible for Emergency Support Function 6 (ESF 6) which covers the mass care, emergency assistance, shelter, food, water, and human/social services for people impacted by a declared emergency or disaster event.

Lastly, under ORS431A and ORS 409.760, ODHS has a responsibility to provide grants, technical assistance, and other types of direct support to warming, cooling, and cleaner air centers as well as resilience hubs and networks.

ODHS, OREM identifies unmet community needs and coordinates the distribution of life- sustaining goods and services to impacted

RFA S-10000-00015204 Page 5 of 44 populations of a declared emergency or disaster event, extreme weather incident, or other incident not technically classified as an emergency, including hydration, feeding, sheltering, evacuee support, family reunification, and emergency supply distribution.

ODHS-OREM develops networks of public and private partners, to include community-based organizations who are pre-vetted to perform specific response functions, local businesses, Tribal Nations, and local governmental bodies, to employ a whole community approach to integrated service delivery. ODHS-OREM conducts mass care planning and execution with a focus on equity and inclusion.

4.2 Project Overview and Background.

ODHS’ includes technical assistance or direct support to both ODHS operated facilities as well as facilities operated by other organizations who have requested ODHS’ support. Examples include but are not limited to temporary evacuation points, congregate shelters (e.g. Red Cross or community run shelter at a gymnasium or other community space), warming or cooling centers, non-congregate sheltering sites such as hotels, and other locations offering supports to people seeking refuge from emergencies or severe climate or weather events.

OREM has a commitment to equity and adhering to ODHS’ Equity North Star of Inclusivity, Equity, Service, and Well-being. As such, OREM may help facilitate access to these ODHS and other supports, such as transportation services to these sites if they have barriers getting to these locations.

SECTION 5. SCOPE OF WORK/SPECIFICATIONS.

The resultant Contractor(s) will provide transportation for people seeking to access ODHS services or local services that ODHS is providing during emergencies, extreme weather incidents, or other situations requiring emergent supports. The Price Agreements created and awarded as a result of this RFA will include pre-negotiated terms so that ODHS can arrange for Transportation services.

ODHS does not guarantee a certain number of Service Request Orders for services. ODHS understands that Applicant’s capacity and availability to meet ODHS’ request to deliver Services may vary, and Contractor will have the opportunity to turn down any Service requests or share with ODHS what aspects of the request they can meet.
