Temporary and permanent stormwater management facilities will be designed and constructed in compliance with the Wetlands Protection Act and Federal requirements. Utility work includes temporary relocation or protection of Telecom/fiber-optic lines along I-90 and electric, cable, communication, and Lumen lines at the Flynt Street bridge location. Title: PALMER- Superstructure Replacement, P-01-052 (4MD/4ME) & P-01-055 (4M9/4MA), I-90 (EB/WB) over ST 32/Thorndike Street and ST 67/Boston Road & Bridge Replacement, P-01- 054 (4MB), Flynt Street over I-90 (DESIGN-BUILD) (616433)
There will be a Request for Qualifications issued that invites prospective qualified Design-Builders, Consultants and Contractors who submit a Letter of Interest by the specified date, to submit Statements of Qualifications. The Project is located within the boundary of MassDOT District 2 in Hampden County.
The scope of work includes, but is not limited to, the final design and construction of roadway and bridge superstructures along Interstate 90 (I-90) and a bridge over Interstate 90 in Palmer, Massachusetts. The limits of the Project extend along I-90 from approximately 2,400 feet west of Thorndike Street to approximately 4,000 feet east of Boston Road in Palmer, Massachusetts. The Project also extends along Flynt Street from approximately 300 feet south of the Thompson Street intersection to the intersection of Old Thompson Street with Beech Street.
The Project consists of replacement of four (4) bridge superstructures on I-90, which includes I-90 Eastbound and Westbound over Thorndike Street, I-90 Eastbound and Westbound over Boston Road and bridge replacement of Flynt Street over I-90. The reconstruction of superstructures is anticipated to be completed on one side of I-90 at a time. Accelerated bridge demolition and construction will occur on weekend periods only. The proposed Project will also include a detour for Flynt Street Bridge Replacement and limited weekend detours to Thorndike Street and Boston Road.
The Project will also include roadway reconstruction, milling and overlay, highway drainage/storm water management facilities, traffic management inclusive of temporary crossover, temporary precast movable barriers (Zipper lanes), pavement markings and signage, utility relocation/protection, support of MassDOT’s Public Outreach and Coordination, hazardous materials assessment & remediation and all other related bridge and highway work.
Purpose and Need
The purpose of this Project is to: replace the structurally deficient Eastbound and Westbound bridge superstructures along Interstate 90 over Thorndike Street and Boston Road as well as the structurally deficient bridge replacement of Flynt Street over Interstate 90 in Palmer.
Roadway Reconstruction
The Project includes minimal vertical modifications to the I-90 mainline profile at the bridges, milling and overlay of the entire length of the Project, from approximately Thorndike Street to Boston Road;
and reconstruction of the median concrete barrier and roadside safety improvements. The Project also includes approach roadway reconstruction along Flynt Street, Thompson Street, and I-90 service road entrance. I-90 is to be designed consistent with freeway design criteria.
Structural
The Project includes replacement of four (4) three span bridge superstructures carrying I-90 over Thorndike Street and Boston Road, as well as design and construction of moment slabs at the approaches. It also includes full replacement of one (1) 4-span Flynt Street bridge over I-90 with a new 2-span bridge.
Traffic
To maintain traffic on I-90 throughout the construction of bridge superstructures temporary crossovers at the Thorndike Street and Boston Road bridges will be utilized during limited weekends, to facilitate accelerated bridge construction. Thorndike Street and Boston Road will be closed and detoured on those limited weekends.
Flynt Street will be closed, and traffic will be detoured during construction of Flynt Street Bridge.
Utility Relocations
Existing Telecom/fiber-optic lines along I-90 at all three bridge locations will temporarily be relocated or protected in place until bridge reconstruction is completed. In addition, at Flynt Street Bridge the existing electric, cable and communication overhead/buried lines and Lumen lines within the I-90 will either be temporarily relocated or protected in place until bridge reconstruction is completed.
