The absence of any inspection requirements in the contract shall not relieve the Contractor of the responsibility of assuring that all items delivered to the Government for acceptance comply with all requirements of the contract. Sampling inspections, as part of manufacturing operations, is an acceptable practice to ascertain conformance to requirements; however, this does not authorize delivery of known defective material, either indicated or actual, nor does it commit the Government to accept defective material.

5.2. RESPONSIBILITY FOR INSPECTION. The Contractor shall be responsible for the performance of all inspection requirements specified herein. Except as otherwise specified in the contract or disapproved by the Government, the Contractor may use their own facility or any other facility suitable for the performance of the inspection requirements specified herein. Only supplies that totally conform to the specifications shall be offered for

Page 10 08 May 2026 inspection and testing. The Contractor’s test schedule shall allow consecutive inspection and test of the supplies offered. The Government reserves the right to charge the Contractor for any Government re-inspection costs when supplies are not ready at the time requested by the Contractor or when necessitated by prior rejection. The Government reserves the right to perform any inspections set forth in the purchase description where such inspections are deemed necessary to ensure supplies and services conform to prescribed requirements.

5.2.1. At the option of the Government, tests at origin shall be available for representatives of the receiving activity to witness the tests and ensure compliance with contract requirements. The Contractor shall schedule and coordinate the tests. The Contractor shall notify the Government Point of Contact of the scheduled date, time, and location of the tests at least fifteen (15) working days prior to the scheduled tests.

5.3. FINAL INSPECTION AND ACCEPTANCE TESTS AT DESTINATION. Faults will be recorded and presented to the Contractor for correction.

5.3.2. ACCEPTANCE TEST. The installed equipment and all functions shall be exercised to the extent necessary to prove proper operation and compliance with specification requirements. The test shall consist of calibration, and then verification of the equipment for compliance. Calibration shall be performed in accordance with Section 4.6.6. Following successful calibration, the equipment’s ability to accurately detect and locate rotor imbalances shall be verified using mass values and angular location inputs provided by a Government technical representative (Shop Mechanic). A minimum of three (3) independent test runs utilizing a test rotor compliant with ARP4162 shall be performed. The system shall function, without failure, for the duration of the calibration and verification test period. If a failure occurs during the test period, repairs shall be immediately completed by the Contractor, and the tests shall be restarted from the first test. Three (3) failures without completion of the test period shall be considered cause for rejection of the system. For the purpose of this test, a “failure” is defined as any equipment malfunction which requires remedial action to restore the system to full operation in accordance with the contract specifications.
