About this file
This is a Request for Quotes (RFQ) issued by the Oregon Health Authority (OHA) and Oregon Department of Human Services (ODHS) through the Office of Contract & Procurement for Information Technology Research & Advisory Services related to mainframe modernization and financial systems modernization. The RFQ seeks a contractor to provide specialized IT research and advisory services focusing on benchmarking and foundational project work to modernize the agencies' legacy COBOL mainframe systems that process one million client and provider payments annually, manage benefits eligibility for 11,000 individuals, and authorize care for 45,000 providers. The project encompasses three phases: Phase 1 focuses on mainframe modernization program strategy and future state definition; Phase 2 addresses financial systems modernization requirements and transformation planning; and Phase 3 involves vendor evaluation and analysis. The solicitation was issued on May 23, 2025, with a questions deadline of May 29, 2025, and quotes due by June 6, 2025, at 3:00 PM PT. The contractor is expected to begin work within approximately ten business days of contract execution. The estimated contract term is no longer than nine months with a maximum not-to-exceed value of $700,000, with an option for OHA to amend the contract for additional time, compensation, and services within the scope of the RFQ.
Quotes must include a detailed description of the offeror's approach, a draft Statement of Work, key personnel with significant expertise in financial ERP systems used by state government, descriptions of comparable past ITRAS services, a completed pricing sheet, and three references from customers served within the past five years. Award will be based on a best value analysis considering experience, expertise, references, approach, schedule, availability, and resource capacity, in addition to price. The contract will be awarded to one successful offeror in a form substantially similar to the Work Order Contract outlined in the MPSA, with potential negotiation of terms and conditions. A seven-calendar-day protest period follows the Notice of Intent to Award, during which adversely affected offerors may submit protests in accordance with Oregon Revised Statutes 279B.410. No specific set-asides, incumbent vendors, or funding sources are identified in the RFQ. The work addresses critical modernization needs to reduce risk to vulnerable populations receiving health and human services payments while advancing state strategic plans to modernize legacy systems.

4 Background Information
The Oregon Health Authority (OHA) and the Oregon Department of Human Services (ODHS)
(“Agencies”) including the Office of Information Services (OIS) and the Office of Financial
Services (OFS) currently utilize and maintain Provider & Client Payment Systems on a COBOL mainframe platform first implemented in the 1970s. The COBOL programming code was written in a language that requires specialized knowledge that is becoming increasingly limited among people.
The mainframe currently facilitates the transactional processing of 1,000,000 client & provider payments, benefits eligibility determinations for 11,000 individuals, care provider authorizations for 45,000, and underlying utility functions for many programs within both the
ODHS and OHA such as ONE and the MMIS.
The Agencies intend to modernize the systems and applications currently hosted on the mainframe, which may include purchasing new software solutions, migrating existing code to new platforms, retiring existing systems, or some combination of these and other methods.
5 Scope of Services:
This RFQ seeks a Contractor to provide ITRAS Specialized Services to the Agencies by completing foundational benchmarking services. This initiative specifically focuses on:
• Reducing risk to our most vulnerable populations who receive critical health and human services payments; and
• Advancing state and agency strategic plans to modernize legacy systems, increase flexibility, scalability, and responsiveness to the platform.
The initial scope is financial management capabilities, and the Agencies intend to extend and develop existing business cases and other materials into a set of high-level requirements and supporting documents, to enable and carry out vendor and solution evaluation.
