About this file

This is a Questions and Answers document for a federal electrical infrastructure project involving generator and automatic transfer switch (ATS) installations at building B564.

The document addresses 13 contractor questions about technical specifications and project requirements. Key clarifications include: no paralleling function is required between the permanent and portable generators, which will operate independently with interlocked breakers; an open transition ATS is acceptable rather than closed transition; the existing MTS/GCB feeder must be removed and replaced despite conflicting drawing notes; building B564 will not have portable generator backup during construction once the MTS is removed, with advance notice required. Work scheduling allows demolition and installation of non-critical equipment during regular hours (7am-3:30pm, Monday-Friday), though facility working hours are 6am-2pm with escort required outside this window and minimum 5-day advance notice for weekend work. Third-party commissioning is acceptable for MCC modifications when manufacturer services are unavailable due to equipment age. Standard manufacturer warranty terms are acceptable without extended warranty requirements. The bid guarantee requirement is specified per FAR 52.228-1 at 20% of bid price or $3,000,000, whichever is less. Site photos of electrical room 115 and other areas are referenced as attached to support contractor planning and space assessments.

1. Is the paralleling function required as called out in Specification 26 32 15, paragraph 2.22.3? This usually requires synchronizing equipment and communications between the permanent generator and portable generator for this feature to work. We see this as an either-or situation based on the interlocking breakers that are shown on drawing E-303. Please clarify.

There is no requirement for paralleling of generators. Both generators are to operate independently and shall be selected individually by means of the interlocked breakers.

2. Is the ATS required to be closed transition as per Specification Section 26 36 23, paragraph 2.1.11? Again, this also requires synchronizing equipment for this to occur. We see this as an open transition ATS. Please confirm.

A closed transition ATS is not required. An open transition ATS is acceptable.

3. Can you provide photos of all 4 walls in electrical room 115?

See attached.

4. Note 4 on drawing E-302 says the feeder between MTS and GCB-1 to remain and be re- used.

What is this being used for? New feeder shown as overhead and 2 conduits. Please clarify.

MTS/GCB feeder shall be removed and replaced.

5. Drawing E-302 - Key Note 4 states "the existing feeder between the mts and generator circuit breaker gcb-1 shall remain and be reused". Key Note 6 states "disconnect and remove existing feeder conductors from underground conduit. Cut existing conduit at both ends flush with slab and fill opening with epoxy grout." These notes contradict each other. Please clarify.

MTS/GCB feeder shall be removed and replaced.

6. Please confirm that it's understood that B564 will not have portable generator back up during the construction phases of the project once the MTS is removed.

That is understood by the customer. The customer requests to be informed ahead of time prior to removal.

7. Will we be able to perform any demolition of any existing equipment, conduits, wiring etc. that is not required for changing over to new installations during regular working hours Monday through Friday from 7am to 3:30pm?

Yes. All materials/equipment to be removed and that will not be required for the turnover for the new installation can be removed during regular working hours as long as it is not a critical system and could affect normal operations (unless express approval is provided).

The building manager has indicated that facility working hours are between 6 am and 2 pm on Monday through Friday and any work to be conducted outside that window (weekends included) must be requested so an escort can be provided. Requests must also be submitted a minimum of 5 days before the work is to start.

8. Generator warranty starts at time of startup/testing and not at the time of owner acceptance per manufacturer's warranty. Typically, other work is required including training, closeouts and final acceptance which may occur several months after initial startup. The owner typically requires a warranty from final acceptance. Please clarify if extended warranty is required to be covered under the cost of base bid to cover this gap or if NAVFAC accepts manufacturer’s warranty terms.

The standard warranty terms are acceptable.

NAVFAC accepts the warranty terms and does not require an extended warranty.

9. Will the Government provide site pictures?

10. Drawing E-402 - Will we be able to install the Permanent Generator (including concrete pad), GCB-1, GCB-2, Wireway, PGDS-1, ATS-1 and all associated pullboxes, junction boxes, conduit and wiring during regular working hours Monday through Friday from 7am to 3:30?

All equipment and materials that can be installed prior to turnover according to the phasing plan can be installed during normal working hours. The building manager has indicated that facility working hours are between 6 am and 2 pm on Monday through Friday and any work to be conducted outside that window (weekends included) must be requested so an escort can be provided. Requests must also be submitted a minimum of 5 days before the work is to start.

11. Drawing E-203 - In electrical Room 115 is there enough space north of the MTS on the east wall in order to install the new 30amp disconnects and transformer prior to removing the MTS? Please provide photos of all four (4) walls.

12. Drawing E-901 - MCC modification requirements states "contractor shall retain the services of the manufacturer's service group to assist in the modifications of the motor control center and perform field inspection, testing and training." Due to the age of the MCC we will not be able to retain the manufacturer's services. Will it be acceptable to retain a third party commissioning to satisfy these requirements?

It is acceptable to use a third party in place of the manufacturer service group. The third party must be well versed in the design, maintenance, and inspection of MCCs and related equipment from that manufacturer.

13. MACC RFP list bid bond required but does not show percentage/amount. Please provide.

FAR 52.228-1 Bid Guarantee (SEP 1996)

(a) Failure to furnish a bid guarantee in the proper form and amount, by the time set for opening of bids, may be cause for rejection of the bid.

(b) The bidder shall furnish a bid guarantee in the form of a firm commitment, e.g., bid bond supported by good and sufficient surety or sureties acceptable to the Government, postal money order, certified check, cashier’s check, irrevocable letter of credit, or, under Treasury Department regulations, certain bonds or notes of the United States. The Contracting Officer will return bid guarantees, other than bid bonds-

(1) To unsuccessful bidders as soon as practicable after the opening of bids; and

(2) To the successful bidder upon execution of contractual documents and bonds (including any necessary coinsurance or reinsurance agreements), as required by the bid as accepted.

(c) The amount of the bid guarantee shall be 20 percent of the bid price or $3,000,000, whichever is less.

(d) If the successful bidder, upon acceptance of its bid by the Government within the period specified for acceptance, fails to execute all contractual documents or furnish executed bond(s) within 10 days after receipt of the forms by the bidder, the Contracting Officer may terminate the contract for default.

(e) In the event the contract is terminated for default, the bidder is liable for any cost of acquiring the work that exceeds the amount of its bid, and the bid guarantee is available to offset the difference. (End of clause)
