About this file
This is a Request for Proposals Questions & Answers document issued by the State Purchasing Division of the General Services Department and the Interstate Stream Commission (ISC) of New Mexico for the Ute Dam Outlet Works Modification Project located near Logan, New Mexico. The project involves comprehensive repair, modification, and installation services including mobilization, bulkhead repair and underwater installation, internal pipe inspection, fill pipe removal, outlet works bypass system installation with a 10-inch stainless steel pipeline and multi-orifice valve, electrical upgrades, pipe lining and coating repairs, and full commissioning with operations and maintenance manuals and training. Construction work is permitted Monday through Friday from 6 a.m. to dark. Contractor access is available via the south side boat ramp for reservoir access and the dam crest road, with no turnaround available on the dam crest road. An optional site visit occurred on June 17, 2026, and divers may use the marina on the north side of the reservoir to tie up their barge during off-hours. The bulkhead, which weighs approximately 2,500 lbs and was last installed in January 2000 without observed leakage, requires seal and bearing pad replacement. The top trash rack to be removed weighs an estimated 900 lbs and was previously removed in January 2000. The project includes approximately 25 sq ft of exterior coating and 25 sq ft of interior liner repair, with the existing coating applied during 2000 modifications using lead-free paint. Limited information is available on the 42-inch butterfly valve and actuator; only 1962 and 2000 design drawings and related data have been provided.
The RFP evaluation criteria total 1,000 points, comprised of Organizational Experience (400 points), Organizational References (150 points), Desirable Specifications (150 points), Financial Stability (50 points), Oral Presentations (50 points), and Cost (200 points), with Mandatory Specifications and required forms scored on a pass/fail basis. Qualified contractors must hold all required New Mexico contractor licenses, demonstrate underwater construction capabilities with qualified dive teams, provide evidence of confined-space and tunnel work experience, maintain OSHA-compliant safety programs, and carry mandatory general liability and workers' compensation insurance. A bid bond equal to 5% of the bid amount is required, along with performance and payment bonds each in the amount of 100% of the contract price as mandated by NMSA 13-4-18 for construction contracts exceeding $25,000. New Mexico and Native American Resident Preferences are available, providing 100 points for resident business preferences or 80 points for veteran preferences. The project is fully state-funded with no federal involvement. Written questions were due by June 10, 2026, with responses provided by June 15, 2026, and electronic proposals were due by 3:00 PM MST/MDT on June 23, 2026. Finalist oral presentations were scheduled for July 10, 2026, best and final offers were due July 11, 2026, and contract award was targeted for July 2026 or shortly thereafter.
