About this file
This document is an Invitation to Bid (ITB) issued by the State of New Mexico General Services Department Purchasing Division for a Price Agreement to procure Fish Feed for the New Mexico Department of Game and Fish (NMDGF) Fisheries Management Division. The ITB seeks to establish a four-year contract for purchasing approximately 1,000,000 pounds of trout feed annually, to be delivered to six state hatcheries located across New Mexico. Bids are due on October 28, 2025, at 2:00 PM, with electronic submission required through the eProNM system. The contract will be a multiple award agreement, with bidders required to provide various types of trout feed including fry, fingerling, production, and broodstock diets in different granule and pellet sizes.
The solicitation includes detailed specifications for fish feed, requiring strict nutritional standards, packaging requirements, and delivery protocols. Bidders must be feed manufacturers with at least two years of proven production and sales in western state hatcheries. Pricing will be per pound, with delivery costs included for large orders (42,000 pounds) and small orders (100-500 pounds). Federal funding requirements mandate that awarded vendors must be registered in the System for Award Management (SAM) with an active status. The ITB allows for potential price adjustments annually, not to exceed 10%, with strict documentation requirements. Additional provisions include biannual testing for inorganic arsenic, mandatory vitamin and mineral supplements, and the right of NMDGF to purchase feed from alternative suppliers under specific circumstances.
