Vendor Questions Regarding 60RRBH18R0015 for Medical Examination Services

Question 1: Regarding the electronic submission of proposal via email, is there a maximum file attachment size limit, for example, no larger than 10 MB?

RRB Response 1: The RRB recommends that offerors submit emails with proposal attachments that do not exceed 5-6 MB total. If the file attachments exceed this size, offerors may submit multiple emails to include all attachments in their submission. In this case, the RRB requires that offerors number the emails in the subject line of the email (ie: Email 1 of 2) in addition to the other email marking instructions for proposals in Section V. Offerors are responsible for ensuring that the RRB receives all necessary proposal items.

Question 2: Is it correct that the RRB has approximately 1,000 standard consultative exams performed per year, excluding specialty work?

RRB Response 2: Please refer to Attachment A for the number of exams ordered in FY17 and also refer to Attachment B, unit pricing schedule, which includes information on the estimated number of exams ordered annually. Please note that on Attachment B, for the base year and each of the option years, the specialist examinations are listed in the table beginning with exam/test number 101 and higher numbers. The medical examinations listed prior to exam/test number 101 are “standard exams/tests”.

Question 3: Can we utilize the RRB regional offices for examination locations in areas that we are not present?

RRB Response 3: Question 3 appears to be asking if offerors may use RRB Field Service space to complete examinations. No, the RRB cannot provide such space as there are space availability, privacy, and security concerns. Some medical examinations require testing in the “supine” position. The RRB is not able to provide equipment or ensure that Field Service space is available to bring equipment in for such an examination. Also, the space provided would have to be private to be compliant with HIPPA. The RRB is not able to predict how much space is needed or at what times the RRB will receive inquiries from the public to perform mission critical work. In addition, access to RRB Field Service space has security requirements and the process would cause additional hardship to provide such space.
