BRIEF DESCRIPTION OF SUPPLIES OR SERVICES REQUIRED AND THE INTENDED USE:

A sanitary sewer/toilet overflow impacted hotel-style rooms, corridors, and restrooms. The overflow persisted for several hours and is classified as Category 3 (Black Water) per IICRC S500. Professional remediation is required, including removal of contaminated materials, antimicrobial treatment, structural drying, and documentation supporting safe re-occupancy.

RATIONALE FOR JUSTIFICATION TYPE SELECTED ABOVE TO INCLUDE RELEVANT INFORMATION GAINED

THROUGH YOUR MARKET RESEARCH TO SUPPORT THE JUSTIFICATION TYPE:

Use of FAR Part 13.1 is appropriate due to the non-complex, short-duration, commercial nature of the remediation services and the need to expedite work to mitigate health, safety, and property risks. The proposed contractor is a locally established remediation firm with demonstrated experience in Category 3 water losses, immediate response capability, and familiarity with working in occupied government facilities. Due to the urgent nature of the requirement and the need for rapid mobilization, soliciting additional sources would result in unacceptable delays and increased risk to Government personnel and property. Price reasonableness will be determined by comparison of the contractor’s proposed price to the Independent Government Estimate prepared using RS Means data adjusted for New England cost factors. The anticipated contract value is below the Simplified Acquisition Threshold. Based on the urgency of the requirement and the contractor’s ability to immediately perform the required services, solicitation from a single source under FAR 13.106-1(b) is justified and in the best interest of the Government.
