SCOPE OF WORK FOR

CATEGORY 3 WATER DAMAGE REMEDIATION

FIRST AND SECOND DECK MUNRO HALL

AT COAST GUARD ACADEMY

1. GENERAL:

Project: Mold remediation—Category 3 Water Damage Remediation at the U.S. Coast Guard Academy, Munro Hall first and second deck.

Location: 15 Mohegan Avenue U.S. Coast Guard Academy, New London, CT 06320.

Owner: Coast Guard Academy (Public Works) Contract Type: Firm-Fixed-Price Base with Unit Price Line Items.

Period of Performance: 10 consecutive calendar days from Notice to Proceed (NTP).

Working Hours: he authorized hours for on-site work are 0730-1730, seven days a week.

This Performance Work Statement (PWS) defines the requirements for Category 3 (Black Water) water damage remediation services. The Contractor shall provide all labor, supervision, equipment, materials, transportation, disposal, and documentation necessary to remediate approximately 2,500 square feet of hotel-type interior areas..

2. BACKGROUND:

A sanitary sewer/toilet overflow impacted hotel-type rooms, corridors, and restrooms. The overflow persisted for several hours. In accordance with IICRC S500, this event is classified as a Category 3 water loss requiring professional remediation. The majority of affected walls are Concrete Masonry Units (CMU).

3. APPLICABLE DOCUEMETS:

A. The Contractor shall comply with the most current versions of the following:

a. IICRC S500 – Standard for Professional Water Damage Restoration

b. IICRC S520 – Mold Remediation (as applicable)

c. OSHA 29 CFR 1910

d. All applicable EPA, State, and local regulations.

4. SCOPE OF WORK:

The Contractor shall remediate Category 3 water damage affecting approximately 2,500 SF of interior spaces. The work includes decontamination and cleaning of structural surfaces (primarily CMU), removal of contaminated porous materials, structural drying, and final verification documentation. All work shall comply with applicable codes, IICRC standards, and OSHA regulations.

5. TASK REQUIREMENTS:

A. Mobilization and Site Controls

a. Mobilize within 24 hours of NTP.

b. Establish critical barriers, containment, access control, and safety signage.

c. Conduct a site walk with the Owner to confirm the limits of work, power availability, access, and staging.

B. Inspection and Moisture Mapping

a. Perform initial and daily moisture assessments using calibrated, non-invasive and invasive moisture meters.

b. Document moisture migration in all affected materials to establish removal limits and drying goals. Drying goals shall be based on moisture readings in analogous, unaffected materials.

C. Cleaning, and Decontamination

a. Treat contaminated carpet, pad, and cove base.

b. Inspect all affected areas for gypsum wallboard (drywall).

c. Clean all contaminated CMU surfaces by first performing a mechanical scrub with a low-sudsing detergent solution to remove gross contamination.

d. Thoroughly rinse all cleaned CMU surfaces with clean water.

e. Following cleaning and rinsing, apply an EPA-registered disinfectant to all affected non-porous and semi-porous surfaces in accordance with the manufacturer's specified instructions and required dwell time.

f. All project-generated waste shall be disposed of in accordance with state and local regulations for special waste.

D. Structural Drying

a. Provide and install LGR dehumidifiers, air movers, and other equipment necessary to meet drying goals.

b. Monitor and document drying progress daily using a moisture log.

E. Air Filtration / Scrubbing

a. Provide HEPA-filtered air filtration devices (AFDs) sized to achieve a minimum of 4 air changes per hour (ACH) within each containment area.

b. Operate AFDs continuously from the start of on-site work until final clearance has been achieved and documented.

F. Post-Remediation

a. Perform a final HEPA vacuum and damp wipe of all surfaces within the containment area.

b. Remove containment only after all post-remediation verification criteria in Section H have been met and documented by the Contractor.

G. Final Verification

a. The Contractor shall perform and document all final verification activities.

b. Verify and document that moisture levels in affected materials have returned to the pre-determined drying goals.

c. Provide a final, comprehensive remediation report, including all deliverables listed in Section 6, certifying that the work has been completed in accordance with this SOW and IICRC standards.

6. DELIVERABLES:

a. The Contractor shall provide the following as part of the final closeout package:

b. Final Remediation Report

c. Daily progress reports and photos (before, during, after)

d. Complete moisture map and daily moisture logs

e. Waste disposal manifests

f. Material Safety Data Sheets (MSDS) for all chemical products used

g. Certificate of Remediation and Warranty documentation

7. SAM.gov & Contract Admin Contractor shall possess Active SAM.gov registration. Submit UEI (and CAGE if applicable) and proof of Active status with bid and again prior to award.

Invoices must reference UEI and contract number.

8. Warranty i Provide a one-year warranty against mold regrowth due to workmanship. Return visits at 30/90/180 days for visual checks at no cost.

9. Basis of Payment A. Base Bid (Lump Sum): The Base Bid shall be a Firm-Fixed-Price (FFP) lump sum for all work described herein, excluding work performed under unit pricing.

B. Unit Pricing: In addition to the lump sum base bid, the Contractor shall provide the following unit prices to be used for any unforeseen conditions or owner-directed changes:

· UNIT PRICE 2: Additional CMU Cleaning & Disinfection Cycle (per sq. ft.)

10. QUALITY CONTROL

All work shall be subject to inspection and approval by the Owner’s representative.

11. CLEANUP

The Contractor shall maintain a clean work site daily. All equipment, materials, and debris shall be removed upon completion of the project.
