About this file
This is a Proposed Sole Source Purchase Form submitted by the University of New Mexico (UNM) Purchasing Department on behalf of UNM Continuing Education (UNMCE) for health and fitness class instruction services. The request, submitted by Sr. Program Manager Maralie Waterman on June 18, 2026, seeks to procure non-credit program offerings consisting of health and fitness classes and programming from Genesis Health Clubs. The proposed vendor will provide a weekly online class conducted via Zoom each Tuesday from 12:30 p.m. to 1:30 p.m., taught by a Certified Personal Trainer holding a Master's degree in Human Performance and Sports Administration and an undergraduate degree in Physical Education with over fifteen years of experience. The curriculum covers five components of physical fitness including muscular strength, muscular endurance, flexibility, cardiovascular fitness, and body composition through comprehensive instruction in equipment usage, various training methodologies (HIIT, yoga, plyometrics, resistance training), nutrition, and wellness topics. The class provides access to Genesis facilities at five locations to support participants from beginning to advanced fitness levels.
The estimated contract amount is $450,000.00 with no specific contract term, award date, or renewal options detailed in the documentation. UNM's due diligence process included extensive internet searches, review of independent sites such as Yelp, and direct outreach to multiple local health and fitness providers. Genesis Health Clubs was selected based on its demonstrated ability to meet administrative requirements for student support and customer service, technological capability to integrate with UNM's registration system, track student participation, provide qualified personnel, and willingness to participate in revenue-sharing arrangements critical to sustaining UNMCE's non-credit programming. Other vendors contacted—including Chuze Fitness, Orange Theory Fitness, and Defined Fitness—either failed to respond to multiple contact attempts or were unwilling to participate in the revenue-sharing model required by UNMCE. The form was subject to posting on the UNM Sunshine Portal for 30 days prior to purchase in accordance with New Mexico procurement law.

Describe in detail the unique capabilities of the proposed vendor’s goods/service and/or personnel performing the work and why this constitutes the only source. Focus on what is unique about the goods/service and why no other vendor could meet your needs.

They provide a robust health and fitness curriculum taught by a qualified instructor weekly in an on-line format and club access to support the goals from beginning levels to athlete fitness levels.
UNMCE remains open to potential partnerships with providers who meet our quality standards, have the administrative structure in place necessary to meet the needs of our participants and track participation and offer a robust, scheduled educational component with a qualified instructor throughout the course of the program.
Describe the due diligence made to locate other possible sources including communications with other universities, communications with similar providers, web searches, yellow page searches, review of advertisements and trade publications, etc.
We looked for brand names with positive reviews and local recognition. We conducted an extensive review of organizations through internet searches and independent review sites such as Yelp. We vetted local health and fitness providers and approached several to offer a program. UNMCE sought to find a reliable, reputable local partner who would price competitively for students, and as UNMCE is a self-funded organization, be amenable to sharing revenue from such a course.
We looked at many health and fitness providers and approached several companies to determine if they offered a health and fitness program that met UNMCE needs. One of the main requirements is to partner with a health and fitness provider who had the resources to provide a qualified instructor and to offer a weekly online class. We also wanted a provider who offered fitness opportunities through online format or other means throughout the shutdowns, recognizing the possibility of future closures and the value of ongoing service to students.
UNMCE is open to partnership with providers who meet UNMCE’s quality standards, have the scheduled educational component of a weekly class and the administrative structure in place necessary to manage and report participation.
List the other vendors who were contacted. Please describe the specs/qualifications/criteria that the other vendors were unable to satisfy.
UNMCE would be open to a discussion and partnership with vendors able to meet our criteria of having an administrative structure in place necessary to meet the needs of our participants, track participation, offer a robust, scheduled educational component with a qualified instructor throughout the course of the program, and be open to a revenue share which is vital to UNMCE being able to sustain non-credit programming.
Chuze Fitness never returned multiple contacts made Orange Theory Fitness was unwilling to participate in revenue share from proposed program Defined Fitness never returned multiple contacts made
Other potential partners investigated, lacked the infrastructure, administrative, reporting, programmatic or online, required to make this type of a program successful.
