About this file

This is a Sole Source Request and Determination Form submitted by Rio Rancho Public School District in New Mexico for CPR, First Aid, and AED certification training services from Onsite Save a Life. The district seeks to procure paramedic-led on-site training that combines American Heart Association (AHA) and Red Cross approved courses to certify district staff, who will subsequently train and certify students in the Career and Technical Education (CTE) program. The training will cover Adult, Child, and Infant CPR with manikin training, AED application, First Aid from A-Z including cardiac and stroke emergencies, diabetic emergencies, burns, stings and bites, EPI-PEN application, NARCAN administration, and life-threatening bleeding and tourniquet application. The contract term is 36 months, with the procurement process requiring a 30-day posting period without protest prior to approval by the State Purchasing Agent.

The prospective contract value is $70,000.00 per year before tax, with an estimated annual tax amount of $5,500.00. Onsite Save a Life, located at 2400 Unser Blvd SE in Rio Rancho, New Mexico, is the sole source contractor proposed due to its unique combination of AHA-certified instructors, mobile on-site service delivery, established relationship with the district, low pricing, and flexible scheduling that eliminates operational downtime. The Rio Rancho Public School District conducted due diligence by contacting Horizons of New Mexico, which declined the opportunity on May 29, 2026, confirming it does not offer such services. The district determined that no other vendor consistently matches Onsite Save a Life's training standards, products, and pricing, and the contractor maintains no existing contracts with the State of New Mexico, purchasing cooperatives, or other New Mexico school districts.

Onsite Save a Life is unique in that it offers training that combines paramedic-led instructions with 100% mobile, on site convenience. Onsite Save a Life delivers professional on-site CPR, AED, and First Aid Certification right to your workplace along with applicable equipment, materials, and supplies. Their American Heart Association

(AHA) and Red Cross approved courses meet OSHA and MSHA guidelines that uses AHA certified instructors to deliver its courses along with the AHA’s “Heartsaver” program to improve survival rates from cardiac arrest. They are tailored for your workplace (School District) with flexible scheduling and fully equipped paramedic instructors, they keep our staff certified and confident in any emergency situations. They are a unique vendor, who can provide CPR and First Aid certifications to school district staff, so that our school district staff can then provide CPR and First Aid certification training to students. Onsite Save a Life’s curriculum and certification process are designed to meet these AHA standards, ensuring that participants receive training that is recognized and accepted across the country.

VI. Provide a detailed explanation of the criteria developed and specified by the agency as necessary to perform and/or fulfill the contract and upon which the state agency reviewed available sources. (Do not use “technical jargon;” use plain English. Do not tailor the criteria simply to exclude other contractors if it is not rationally related to the purpose of the contract.)

The Rio Rancho Public Schools’s CTE Program has been making a push the past several years to certify staff and students in CPR, First Aid, and AED use leaving the District to fill a need for partnering with a vendor who offers such a unique opportunity to certify our district staff that offer the First Aid Classes, and it gives them the opportunity to train and certify our students that take that class. This helps our district to operate more efficiently both in terms of staff abilities and being good stewards of government funding to be able to certify our students in-house. Rio Rancho Public Schools has developed a great working relationship with Onsite Save a Life and that would be hard to foster with anyone else. We also have purchased medical equipment and items through them for years already. We have come to depend on them to provide quality products and services at low prices.

VII. Provide a detailed, sufficient explanation of the reasons, qualifications, proprietary rights or unique capabilities of the prospective contractor that makes their company the only source capable of providing the required professional service, general service, construction or item(s) of tangible personal property. (Please do not state the source is the “best” source or the “least costly” source. Those factors do not justify a “sole source.”)

Our longstanding relationship with Onsite Save a Life adds to the uniqueness of what they have to offer (AHA certified instructors; teaching methods, materials, and certification standards aligned with the AHA’s national guidelines; AHA “Heartsaver” program) with the onsite training combined with the certification for our staff and then to have the credentials and confidence to turn around and train our students to a passing certification level guideline as well. This is a cutting-edge experience for our young students to have an advantage out in the work force. Onsite Save a Life will instruct our staff in the life saving and practical application of CPR / AED & First Aid. To include Adult, Child & Infant CPR manikin training. The application of an AED what it does and how to use it in the event of an emergency and how to administer life saving techniques for relief of an obstructed airway. PLUS! First Aid. From A-Z (cardiac / stroke / diabetic emergencies / burns / stings & bites) with application of EPI-PEN, NARCAN and Life-Threatening Bleeding & Tourniquet application.

VIII. Provide a detailed, sufficient explanation of how the professional service, general service, construction or item(s) of tangible personal property is/are unique and how this uniqueness is substantially related to the intended purpose of the contract.

Rio Rancho Public Schools Career Tech (CTE) facility has classes for up-and-coming health and wellness interested students, in different fields like the medical field positions, Childcare, Elderly care, etc.. where the certification can help launch their interests for the career or field that they are pursuing. Onsite Save a Life gives our staff the training and credentials needed for them to teach our students correctly and certify them with confidence and a start on their career path. Onsite Save a Life provides everything that is needed for this training, they also have a facility where they can supply the tangible items needed. Rather than sending employees away to some training facility, they bring equipment and training directly to the workplace. They offer shift-friendly scheduling designed to eliminate operational downtime. Courses are taught by licensed EMTs and paramedics who draw directly from real-world emergency responses. They customize the curriculum to fit specific workplace environments and needs. Their strict regulatory compliance helps businesses stay compliant with OSHA, MSHA, AHA, and Red Cross regulatory standards.

IX. Provide a narrative description of the agency’s due diligence in determining the basis for the procurement, including procedures used by the agency to conduct a review of available sources such as researching trade publications, industry newsletters and the internet;

contacting similar service providers; and reviewing the State Purchasing Divisions’ Statewide Price Agreements. Include a list of businesses contacted (do not state that no other businesses were contacted), date of contact, method of contact (telephone, mail, e-mail, other), and documentation demonstrating an explanation of why those businesses could not or would not, under any circumstances, perform the contract; or an explanation of why the agency has determined that no businesses other than the prospective contractor can perform the contract.

The Rio Rancho Public School District cannot find one vendor who consistently matches Onsite Save a Life’s training and products needed at their low prices and flexible schedule. They do not have a contract with the State of New Mexico, purchasing cooperative, or school district in New Mexico that I can find. Partnering with Onsite Save a Life not only saves the district time and money, but an incredible opportunity and benefit to our staff and students.

Hi Matt, Thank you for taking the time to educate me on the process. As we discussed on the phone, we are working on a sole source procurement with a vendor who would provide CPR and First Aid certifications to school district staff so that those school district staff could provide CPR and First Aid certification training to students.

We are needing a response from Horizons of New Mexico as to whether it can provide those services.

Thanks again, Chris Thweatt Purchasing Director Rio Rancho Public Schools 500 Laser Rd. NE Rio Rancho, NM 87124 Phone: (505) 962-1143
