About this file

This is a 2026 Sole Source Request and Determination Form submitted by Roswell Independent School District in New Mexico for a comprehensive web-based platform and services from Soar Innovations Inc. The platform provides an all-in-one solution for K-12 education that manages missing assignments, fosters student responsibility, and delivers targeted academic support through AI-powered tutoring services, along with real-time communication tools connecting teachers, coaches, sponsors, and families with students. The contract term is twelve months, with a prospective contract amount of $35,000 before tax. The District's Chief Procurement Officer is Charlee Merchant, and the prospective contractor is Soar Innovations Inc., located in Englewood, Colorado, with Dr. Porter Cutrell serving as the primary contact.

The District asserts that Soar Innovations is the sole source capable of providing this specific combination of services because no alternative platform integrates assignment tracking, communication, student grouping, and AI tutoring tools in a single product. The District has conducted due diligence by reviewing available sources and determining that while some individual services have been available from other vendors in the past, Soar Innovations is the only vendor offering this comprehensive, all-in-one proprietary real-time solution with customization for the District's specific workflows. The sole source determination is not effective until it has been posted for thirty calendar days without protest and subsequently approved in writing by the State Purchasing Agent. The submission requires certification of compliance with New Mexico Statutes and regulations, with appropriate signatures from the Agency Chief Procurement Officer, legal counsel, agency leadership, and the State Purchasing Agent.
