About this file
This is a Sole Source Procurement Justification document submitted by the Village of Los Lunas, New Mexico Public Works Department Wastewater Treatment Plant Division to justify a single-source procurement from Trojan Technologies Corporation. The Village seeks to procure replacement parts and components for the Trojan UV3000 ultraviolet disinfection systems currently installed at the Village's wastewater treatment facilities. The requested items include lamp drivers, electrical plugs, receptacle kits, module leg upgrade kits, O-rings, and service end cap assemblies as identified in Trojan Technologies quotation QM0005557 dated February 9, 2026, with a quote expiration date of June 13, 2026. The procurement is justified under the New Mexico Procurement Code Section 13-1-126, which permits sole source purchasing when tangible personal property is available from only one source. According to the justification, these UV3000 systems are critical to the final disinfection process and essential for maintaining compliance with the Village's discharge permit and applicable state and federal regulatory requirements.
The procurement cost is $20,438.88 for the identified replacement parts, exclusive of freight and handling charges. The sole source determination is based on Trojan Technologies being the original equipment manufacturer with proprietary components validated and approved exclusively by Trojan, stating that use of non-approved parts may void the manufacturer's performance guarantee, compromise UV dose delivery, and result in regulatory non-compliance. The justification emphasizes operational necessity, noting that failure to maintain the systems with approved OEM components could result in reduced disinfection performance, inability to achieve required UV dose levels, permit violations, public health risks, unplanned equipment downtime, and loss of manufacturer performance guarantees. The Wastewater Division evaluated alternative sources and determined that no other vendor can provide manufacturer-approved and validated components that maintain the certified performance of the Trojan UV3000 systems. Payment terms are net 30 days, with Trojan Technologies located in Kentwood, Michigan.

To: Tamie Manns Procurement Officer Village of Los Lunas
Subject: Sole Source Procurement Justification – Trojan UV3000™ Replacement Parts and Components
1. Procurement Description The Village of Los Lunas Wastewater Division is requesting approval to procure replacement parts and components for the Trojan UV3000™ ultraviolet disinfection systems used at the Village’s wastewater treatment facilities. These systems are critical to the final disinfection process and are required to maintain compliance with the Village’s discharge permit and applicable state and federal regulatory requirements.
The proposed procurement includes lamp drivers, electrical plugs, receptacle kits, module leg upgrade kits, O-rings, and service end cap assemblies, as identified in Trojan Technologies' quotation QM0005557 dated February 9, 2026.
2. Statutory Authority This procurement is requested pursuant to the New Mexico Procurement Code, NMSA 1978, Section 13-1-126, which authorizes a sole source procurement when the required item of tangible personal property is available from only one source.
3. Sole Source Determination Trojan Technologies is the original equipment manufacturer (OEM) of the Trojan UV3000™ ultraviolet disinfection systems installed at the Village of Los Lunas Wastewater Treatment Plants.
In a letter dated May 15, 2025, Trojan Technologies states that critical replacement parts, including UV lamps, sleeves, electronic ballasts, wiper seals, Acti-Clean Gel, and printed circuitry, directly influence system performance and reliability. Trojan further states that only components validated and approved by Trojan Technologies can ensure the system delivers the required germicidal output and UV dose necessary to meet disinfection standards. Trojan specifically recommends that these specialized components and related services be purchased solely from Trojan Technologies in order to preserve the equipment performance guarantee.
Because these components are proprietary and validated specifically for the Trojan UV3000™ system:
1. No other manufacturer produces validated equivalent components approved by Trojan Technologies.
2. Use of non-approved parts may void the manufacturer’s performance guarantee.
3. Use of non-approved parts may compromise UV dose delivery and regulatory compliance.
4. Substituting non-approved parts may increase operational risk and maintenance costs.

Accordingly, Trojan Technologies is the only source capable of providing replacement components that meet the manufacturer’s performance and warranty requirements.
4. Cost of Procurement The attached quotation QM0005557 identifies the required replacement parts with a subtotal of $20,438.88, exclusive of freight and handling.
5. Operational Necessity The Trojan UV3000™ systems provide final effluent disinfection prior to discharge. Failure to maintain these systems with approved OEM components may result in:
• Reduced disinfection performance;
• Inability to achieve the required UV dose;
• Permit violations;
• Increased risk to public health and the environment;
• Unplanned equipment downtime; and
• Loss of manufacturer performance guarantees.
6. Efforts to Identify Alternative Sources The Wastewater Division evaluated available alternatives and determined that no other vendor can provide manufacturer-approved and validated components that maintain the certified performance of the Trojan UV3000™ systems. Trojan Technologies is the sole manufacturer and authorized source for these proprietary parts.
7. Certification I certify that the information contained in this Sole Source Justification is accurate and complete to the best of my knowledge and that the procurement described herein is available only from Trojan Technologies Corporation in accordance with NMSA 1978, Section 13-1-126.

Trojan System: Trojan UV3000™ Replacement Parts
To Whom It May Concern:
In the Engineered Submittal Package for the Trojan System, Trojan provided an equipment performance guarantee stating that the system will meet the required level of disinfection provided that the system is operated and maintained in accordance with recommendations made by Trojan Technologies.
In order for this equipment guarantee to be maintained, it is imperative that the appropriate components and replacement parts be used in the system. There are key replacement parts and system components that directly influence the performance and reliability of the system. Among these critical replacement parts are the UV lamps, sleeves, electronic ballasts, wiper seals, Acti-Clean Gel, printed circuitry etc. Without using lamps, ballasts, and other components that are approved and validated by Trojan Technologies, we cannot guarantee that the system will provide the required germicidal output. Subsequently, we cannot guarantee that the required UV dose is being delivered, if lamp output, ballast efficiency and system programming is unknown.
In order to keep the equipment performance guarantee intact, it is recommended that specialized system component(s) and Service are solely purchased and contracted from Trojan Technologies Corp. Trojan purchases only validated system components, from our suppliers and only those component(s) meeting our performance standards are passed on to our customers.
