About this file

This emergency procurement determination form documents locksmith services authorized by the New Mexico Department of Health (NMDOH) for its Public Health Office in Otero County. The contractor, Integrity Lock & Key, LLC., was selected to provide emergency access to the pharmacy at 1207 8th Street in Alamogordo, New Mexico, by unlocking the pharmacy door without damaging the existing locking mechanism and creating additional keys, including a master key. The emergency was declared on February 9, 2026, with a contract term of 30 days. No formal bidding process, site visits, or bidder conferences were conducted due to the emergent nature of the procurement under New Mexico Statutes Annotated 1978, Section 13-1-127.

The total contract amount is $162.28, including New Mexico Gross Receipts Tax. The NMDOH justified the emergency procurement as necessary to maintain continuity of pharmacy services to the public and prevent potential health or medical incidents caused by the lack of access to pharmaceuticals. The emergency was authorized based on a threat to public health and welfare and disruption to government operations. To mitigate future emergencies of this nature, the Public Health Office Pharmacy will maintain additional keys with staff and store a master key with other building master keys. The procurement was approved by Shawnee Romo, Chief Financial Officer of NMDOH, and authorized by Vincent Lujan, Chief Procurement Officer, with funding drawn from the Public Health Division's budget (Share Fund No. 06101, Class No. J0000, DOE No. DOE2026-002_DOH).
