About this file

This is a Question and Answer document from the New Mexico State Purchasing Division of the General Services Department and the New Mexico Spaceport Authority regarding RFP# 60-49500-26-01993 for Aviation and Ground Fuel Supply and Services. The selected vendor must supply and deliver Jet-A, AvGas (100LL), 91 Octane Premium Unleaded, and Diesel (ULSD) fuel to Spaceport America's fuel farm on a requirements basis, with annual volumes of approximately 250,000 gallons of Jet-A, 65,000 gallons of Premium Unleaded, 10,800 gallons of AvGas, and 20,000 gallons of Diesel fuel. Beyond fuel supply, the vendor must provide bi-annual preventative maintenance on farm and truck fleets, heavy maintenance capabilities with consumables ordering, and AST system support in compliance with environmental regulations. All fuel must meet ASTM and EPA standards with full documentation and refinery traceability. The RFP released on May 21, 2026, required attendance at a mandatory pre-proposal conference on June 2, 2026, with written questions due by June 5, 2026, and electronic proposal submission via eProNM by 3:00 PM MST/MDT on June 18, 2026. Contract award was anticipated for July 14, 2026, with contract commencement on or about July 1, 2026, for a four-year firm-fixed-price term with no renewal options, as a new RFP will be issued at contract completion.

Pricing is structured as firm-fixed-price with separate line items for fuel (per gallon, including applicable taxes and fees), service calls (per hour), and delivery charges (per trip), with cost evaluation based on Total Estimated Contract Value across all four years. The New Mexico Spaceport Authority is exempt from state taxes but will reimburse contractors for Gross Receipts Tax on services, with payment preference via ACH or check at the vendor's election. No incumbent vendor is identified in the procurement documents. The procurement includes federal funding, which eliminates New Mexico and Native American resident business preferences. Proposals must include a signed Letter of Transmittal with identification of any known subcontractors, a Campaign Contribution Disclosure Form, and Certificate of Analysis documentation. The vendor must demonstrate a minimum of three years of experience distributing diesel, unleaded gasoline, and aviation fuel, with documentation of at least two current or recent contracts supplying multiple fuel types to government or municipal operations. All RFP documentation, bid tabulations, and past procurement information are available through the State Purchasing website via IPRA Request after award is made.

Aviation and Ground Fuel Supply and Services

RFP# 60-49500-26-01993

Q&A

1. Regarding subcontractors, if we bring on new subcontractors for fuel delivery or services, how would you like that presented on the Letter of Transmittal? (“Additional subcontractors will be sent to Spaceport for approval.”)?

Identify any known subcontractors at time of submission on the Letter of Transmittal (Appendix E). Your suggested language is acceptable as a placeholder for subcontractors not yet identified. Any subcontractors added after award will require prior written Agency approval per Section II.C.4.

2. What exact services is Spaceport looking for the vendor to provide?

The selected vendor is expected to provide: (1) supply and delivery of Jet-A, Avgas (100LL), 91 Octane Premium Unleaded, and Diesel (ULSD) to the fuel farm on a requirements basis; (2) bi-annual preventative maintenance on farm and truck fleets; (3) Heavy Maintenance and ability to order Consumables; and (4) AST system support in compliance with environmental regulations. All fuel must meet ASTM and EPA standards with full documentation and refinery traceability per Section IV.A.3.

3. Are these to be listed out services and cost/markup to be provided in the cost proposal? Or are services just paid out by hour (service calls) for any services provided?

The Cost Response Form (Appendix D) includes separate line items for fuel (per gallon), service calls (per hour), and delivery charges (per trip). All services and costs must be captured within those line items.

4. Can you please provide a listing of who attended the pre-bid?

This information will be available via IPRA Request once the procurement is awarded.

5. To confirm, we are to submit the technical proposal and cost proposal on the General Services NM website? No hard copies are needed.

Correct, this is an electronic only submission, per Section I.B.6 on page 8 of the RFP.

6. Will there be an opportunity to listen to the bid opening live via Teams, Zoom, YouTube, conference call, etc.?

This procurement is not an ITB, there are no bids or bid openings. The Evaluation Committee will evaluate the proposals; selections will be points based. All processes of the RFP are sealed and confidential until an award is made, per Section I.B.7&8 on page 9 of the RFP.

7. Will any fuel need to be fueled directly into aircraft during this contract? Or is it to only be delivered to tanks?

The primary requirement is delivery to the fuel farm for storage. However, offerors must also describe the ability to load directly into (1) the fuel tank, (2) the Jet-A refueler, and (3) the 100LL refueler if needed per Section IV.B.3.E. Direct aircraft fueling is not a contract requirement.

8. Please provide the following blank spaces (yellow header columns) for the tanks below.

(SEE GRID BELOW)

9. How will successful bidder be notified of award (email, phone call, NM website)?

A Notice of Award will be sent via email.

10. When will official bid tabulations be provided after bid opening?

There is no bid opening, all RFP documentation will be available by State Purchasing using IPRA on the State Purchasing website via this link, after award is made.

11. Is the Premium Unleaded required to be 91 E10?

The requirement is 91 Octane Premium Unleaded. Any sub-standard or mid-grade fuel (87 or 89 octane) will be rejected at the Offeror's expense. Offerors must sign the Statement of Concurrence (Appendix G). The E10 designation is the anticipated blend; offerors should confirm their ability to supply 91 Octane E10.

12. Will any tanks require special fittings for delivery?

The fuel farm includes a standard tanker truck off-loading system and bulk truck apron. Address any equipment compatibility concerns in your Primary Delivery Plan (Section IV.B.3.A).

13. What is the diesel cetane minimum required?

Diesel must meet all EPA ULSD standards.

14. Is biodiesel acceptable or forbidden?

Biodiesel is not explicitly permitted. Any delivered diesel must meet EPA ULSD standards as the baseline.

15. Are there any renewal options? If so, please indicate what they are.

This is a four year contract, a new RFP will be issued at the end of the contract term.

16. What is your preferred method of payment (check, ACH, EFT, other)?

The State of New Mexico prefers to make payments via ACH but will send checks if that is the vendor's preference.

17. What is the pricing structure? Fixed Firm price? OPIS Daily average + markup/discount? Please indicate what the pricing should be based on.

This procurement is Firm-Fixed-Price. Offerors must complete the Cost Response Form in Appendix D with a fixed price per gallon (including taxes and fees), per hour for service calls, and per trip for delivery.

Cost evaluation is based on the Total Estimated Contract Value across all four years.

18. Will proof of pricing need to be submitted with invoices?

The RFP does not require proof of pricing with invoices. Each shipment must include a Certificate of Analysis, refinery traceability documentation, and Bill of Lading per Section IV.A.3. Invoices must be detailed and certified per the Draft Contract (Appendix C).

19. What taxes/fees are to be included in the markup/discount? Is Spaceport exempt from any?

New Mexico Spaceport Authority does not pay tax but will reimburse contractors for Gross Receipts Tax on services.

20. Please provide an invoice example of each fuel type: Jet A, AvGas, Unleaded, and Diesel.

24. Will any additives be required for any fuel type during the contract?

No additives are required beyond standard ASTM and EPA compliance for each fuel type.

Address any additive programs or quality control measures in your Quality response.

25. When will the AvGas tank be installed next to the Jet A tank?

The 12,000-gallon AvGas tank is installed.
