About this file

This is Amendment No. 1 to a Request for Proposals issued by the State Purchasing Division of the General Services Department of New Mexico and the New Mexico Spaceport Authority for aviation and ground fuel supply and services. The procurement seeks a qualified fuel supplier to provide branded Jet-A, AvGas (100LL), 91 Octane Premium Unleaded, and Diesel fuel to Spaceport America's fuel farm on an as-needed basis, with estimated annual volumes of 250,000 gallons of Jet-A, 65,000 gallons of Premium Unleaded, 10,800 gallons of AvGas, and 20,000 gallons of Diesel fuel. The RFP was released on May 21, 2026, with a mandatory pre-proposal conference held on June 2, 2026, written questions due by June 5, 2026, and proposals due electronically by 3:00 PM MST/MDT on June 18, 2026. The amendment, effective June 9, 2026, modifies delivery logistics requirements to specify that all fuel deliveries must be made to a remote location at 234 Aleman Road, Truth or Consequences, New Mexico 87901, while maintaining the requirement for delivery within 24 hours of order placement and the inclusion of a contingency or backup plan in proposals. Contract award is anticipated for July 14, 2026, with contract commencement on or about July 1, 2026, for a four-year term.

All fuel must meet ASTM standards and EPA quality requirements, and prospective vendors must demonstrate a minimum of three years of experience distributing diesel, unleaded gasoline, and aviation fuel, with documentation of at least two current or recent contracts supplying multiple fuel types to government or municipal operations. The evaluation will be conducted on a 1,000-point scale consisting of organizational experience (75 points), organizational references (90 points), mandatory specifications (375 points), desirable specifications (60 points), oral presentations (100 points), and cost proposals (300 points). New Mexico and Native American resident business preferences are not available in this procurement due to its structure as a firm-fixed-price supply contract with federal funding. All proposals must include a signed Letter of Transmittal, Campaign Contribution Disclosure Form, and Certificate of Analysis documentation, and attendance at the mandatory pre-proposal conference is required for proposal acceptance. A single award is anticipated, and no incumbent vendors or existing contractors are identified in the procurement documents.
