About this file
This Invitation to Bid (ITB) is issued by the State of New Mexico General Services Department, Purchasing Division, to establish a statewide price agreement for communications radio equipment parts and repair services. The agreement encompasses repair and maintenance services for various types of communications equipment including microwave communications equipment, power amplifiers, mobile and portable radios, vehicular repeaters, telemetry units, repeaters, communications control heads, base stations, satellite antenna dome repair, communications consoles, communications circuit board repair, microwave transmission line dehydrators, power rectifiers and power supplies, and related components. The ITB solicits bids for discount percentages on parts and accessories from specified manufacturers, hourly labor rates for repairs and installation services, and engineering and technician support services. Sealed bids are due by April 7, 2026, at 2:00 p.m., with the formal bid opening occurring immediately thereafter via Microsoft Teams. The resulting price agreement shall be for one year from the date of award with options to extend for three additional one-year periods by mutual agreement, not to exceed four years total. All work must be performed by fully qualified engineers and technicians in compliance with manufacturer specifications.
Pricing shall be submitted as percentage discounts from manufacturer depot rates for parts and accessories across 21 manufacturers, with hourly rates for various repair, labor, and installation services across 35 labor categories. All bids must exclude state gross receipts tax and local option taxes, which will be added at the time of invoicing. The contractor must provide proof of required bonding and insurance, including comprehensive general liability, personal injury, owner's protective liability, comprehensive automobile liability, and workers' compensation coverage. Payment terms are Net 30 with F.O.B. Destination. The State of New Mexico reserves the right to make multiple awards to ensure availability and timely delivery. All materials and labor must be guaranteed against mechanical, electrical, and workmanship defects for a minimum of one calendar year from acceptance. For warranty repairs, the contractor pays shipping to its facility and return shipping to the using entity; for out-of-warranty repairs, the Department of Information Technology covers both shipping directions. Vendors must be authorized representatives of the manufacturers whose equipment they service and capable of fulfilling all factory warranties and technical support services.
