Traffic Signal Maintenance Services Price Sheet Summary
This is a Traffic Signal Maintenance Price Sheet for the City of Detroit Office of Contracting and Procurement on behalf of the Public Works Department in Michigan. The City is seeking a qualified vendor to provide traffic signal maintenance services for a three-year contract term. The scope of work encompasses a comprehensive range of maintenance activities including delineator removal, post installation and removal, mast arm pole maintenance, cable and conduit work, traffic signal head repairs and replacements, controller and cabinet servicing, pushbutton and pedestal maintenance, span wire installations, and video traffic detection system support. The pricing schedule includes 271 individual pay items organized by MDOT Standard codes, with estimated annual quantities ranging from 1 to 15,000 units depending on the specific line item. The contractor must provide unit pricing for common repair activities as well as time-and-material rates for work not covered under the unit price schedule.
The base bid requires contractors to submit unit prices for all identified pay items in Table 4.1, with materials reimbursed separately along with an approved contractor markup (maximum 5 percent). Time-and-material work requires pre-approval by the City and is compensated based on actual hours worked at rates submitted for normal working hours and overtime hours, in addition to material handling charges and monthly storage fees if applicable. The contract offers three optional bids: Optional Bid 1 for First Responder services on a monthly lumpsum basis, Optional Bid 2 for Annual Preventive Maintenance services quoted per intersection per month for approximately 500 intersections, and Optional Bid 3 for all maintenance activities on a time-and-material basis. Additionally, the City may select Emergency Response Activities for portable generator deployments at specified unit rates and may authorize First Responder Contingency Services as a monthly add-on. Contractors may also engage subcontractors and must identify them in the proposal, including estimated percentage of work and prime contractor markup percentages.
