About this file

This is an Equalization Credit Statement issued by the City of Detroit Office of Contracting and Procurement and the Department of Civil Rights, Inclusion & Opportunity, effective March 20, 2024. The document outlines the City of Detroit's equalization credit program, which provides competitive advantages and pricing credits to certified businesses during procurement and contracting bidding opportunities. Certified vendors must include valid Business Certificates at the time of bid submission to receive equalization pricing credits. Eligible certifications include Detroit Based (D-BB), Detroit Resident Business (D-RB), Detroit Headquartered (D-HB), Detroit Based Small Business (D-SB), Detroit Based Micro Business (D-MB), Construction Workforce Investment Business (CWI), Construction Workforce Development Business (CWD), Joint Venture, and Mentor Venture. Businesses interested in certification should contact the Civil Rights, Inclusion & Opportunity Department at 313.224.4950 or CivilrightsCert@detroitmi.gov.

The equalization allowance table establishes credit percentages ranging from 1% to 5% depending on certification type, with Detroit Headquartered Businesses and Detroit Resident Businesses receiving the highest credits at 5% each. Joint Ventures and Mentor Ventures must submit written agreements at bid submission, with the certified partner (D-BB, D-SB, D-RB, or D-MB) included and performing at least 51% and 30% of total performance, responsibility, and project management, respectively, while receiving corresponding percentages of total remuneration and sharing in profits and losses. Per Detroit City Municipal Code Section 17-5-12, the lowest equalized bid is deemed the winning bid, provided it does not exceed 12% above the lowest responsible bid submitted or $100,000, whichever is less. The Purchasing Director may limit bidding to Detroit-based businesses, Detroit-based small businesses, or Detroit-based micro businesses when at least three eligible certified firms exist, in which case equalization factors do not apply.
