Technical Specifications for Kittanning Transit Terminal Access Ramp
These are technical specifications and bid documents for Town & Country Transit's construction of a handicapped accessible entrance at 179 N. McKean Street in Kittanning, Pennsylvania. The project encompasses selective demolition of existing door thresholds and railing structures, installation of new pipe and tube railings, earth moving and site preparation, and concrete paving for sidewalks and access areas. The scope of work includes removal of selected structural elements with protection of adjacent areas, fabrication and installation of steel railings meeting ASTM standards, excavation and compaction to specified depths with quality control testing, and placement of concrete pavements and sidewalks with reinforcement, joints, and surface finishing. The bid deadline is 2:00 PM EST on January 7, 2026, with electronic submission required through the PennBid Program. A non-mandatory pre-bid conference is scheduled for December 10, 2025, at 10:00 AM EST via Microsoft Teams.
The contract requires compliance with PennDOT standards and Pennsylvania prevailing wage rates. Materials and construction methods are specified in detail, including hot-dip galvanized steel railings with shop-primed finishes, concrete mixtures meeting PennDOT Class specifications, and compaction requirements for fill materials at percentages ranging from 85 to 100 percent of maximum dry unit weight depending on application. All concrete testing must be performed by qualified independent testing agencies, with compressive strength testing at seven and 28 days. The project is subject to a financial assistance contract between Town & Country Transit and the Pennsylvania Department of Transportation, and no Disadvantaged Business Enterprise goals have been established, though small business utilization is encouraged.
