Kittanning ADA Ramps Project - Specification and Division 01 Documents
This is a Division 01 General Requirements specification manual and associated contract opportunity documents for Town & Country Transit's construction of a handicapped accessible entrance (ADA ramps) at 179 N. McKean Street, Kittanning, PA 16201. The project involves general construction work to create an accessible ramp entrance at the transit facility. The bid deadline is January 7, 2026, at 2:00 PM EST, with electronic submission required through the PennBid program. A non-mandatory pre-bid meeting is scheduled for December 10, 2025, at 10:00 AM EST via Microsoft Teams. The contract is designated as TACT PA 2025-1.1GC (General Construction), and the overall construction work is anticipated to be completed within a specified contract time with work restricted to 7:00 AM to 4:00 PM Monday through Friday unless otherwise approved. Weekend and extended hours are available upon request and justification. The project includes a 21-consecutive-calendar-day restriction on limiting access to the main entrance, with liquidated damages applicable for non-compliance.
The specification documents establish comprehensive administrative and procedural requirements including submittal procedures, payment protocols based on a Schedule of Values, quality requirements, progress documentation via Critical Path Method scheduling, and phased closeout procedures. The contract includes lump-sum allowances of $5,000 for permit fees and a $10,000 contingency allowance. Pennsylvania Prevailing Wage Rates are required, and no Disadvantaged Business Enterprise (DBE) goals have been established, though small business use is encouraged. Funding is provided through financial assistance from the Pennsylvania Department of Transportation. The contractor is responsible for all mobilization and demobilization costs, with mobilization capped at 5 percent of the original contract amount and demobilization at 0.5 percent. The contract incorporates Buy America Act compliance requirements, and all work is subject to applicable federal, state, and local laws and regulations. Contractor's fee for change orders is determined at either a mutually agreed fixed fee or standard percentages: 15 percent for direct labor and materials costs and 5 percent for subcontractor payments.
