About this file

This is a Special Instructions to Vendors document issued by Broward County, Florida for a fixed contract work solicitation regarding tennis and basketball court resurfacing. The scope of work includes providing all materials, equipment, labor, installation, permits, and incidentals required to resurface and recolor four tennis courts and two basketball courts in accordance with American Sports Builders Association (ASBA) and United States Tennis Association (USTA) guidelines. The work encompasses color coating surface removal, patching and filling of cracks, surface flooding to correct water-holding areas, removal and replacement of existing tennis court nets and posts, application of acrylic court resurfacer, application of new color coating surface, and painting of lines in accordance with applicable standards. The solicitation is structured as a definite quantity contract with award to be made to the lowest responsive, responsible bidder on a total bid price basis.

Vendors must possess either a Florida State Certified General Contractor license, Certified Building Contractor license, or a Broward County General Building Contractor Class A or Class B license (all requiring state registration) at the time of submittal. Proof of licensing must be returned with the vendor's submittal or submitted within three business days of County request, with failure to comply potentially resulting in a non-responsive determination. Joint Venture submittals must demonstrate that at least one partner possesses the required license. The County is responsible for paying all permits, licenses, and fees imposed by Broward County, though vendors remain obligated to file applications and obtain necessary permits. No Small Business Enterprise (SBE) or Community Business Enterprise (CBE) reserve or goal applies to this solicitation, and no prevailing wage rates, liquidated damages, price adjustments, or recycling preferences are applicable.
