About this file
This is a Statement of Work (SOW) for the replacement of a temperature calibration bath at the National Weather Service Sterling Field Support Center.
The National Weather Service requires a new stable temperature calibration bath to replace a non-functional unit used for internal calibration of 50-60 platinum resistance thermometers and accuracy comparison services. The equipment must meet specific performance criteria including internal bath dimensions between 6in x 6in x 8in (minimum) and 9in x 14.5in x 16in (maximum), with an immersion depth of 8in to 16in and volume capacity of 1 to 11 gallons. The bath must operate with Xiameter PMX-200 Silicone Fluid 1cSt for temperatures between -80°C to 10°C and distilled water for temperatures between 5°C to 60°C. Critical performance specifications include a low temperature range of -80°C or lower, high temperature range of 60°C or higher, full range stability and uniformity of ±0.02°C or better, combined stability and uniformity of ±0.025°C or better, heating rate of ≥0.625°C/minute, cooling rate of ≥0.4375°C/minute, display resolution of ≤0.01°C, set-point accuracy of ≤0.5°C, and set-point repeatability of ≤0.01°C. The equipment must operate on 115 or 230 VAC power, fit within a 31in W x 31in L x 60in H footprint, and include serial communications capability to receive and send commands via third-party terminal programs such as Hyper Terminal or PuTTy to control temperature setpoints. Shipping costs and minimized maintenance costs must be included. Delivery is required to the Sterling Field Support Center in Sterling, VA 20166, with acceptance contingent upon a full successful demonstration in accordance with a vendor-supplied test plan and submission of acceptance test results with the invoice. The National Weather Service point of contact is Kathryn Franc (kathryn.franc@noaa.gov; 301-388-8565).

SFSC Temperature Calibration Bath Replacement
The National Weather Service Sterling Field Support Center (SFSC) Temperature and Humidity laboratory provides internal calibration for 50-60 platinum resistance thermometers and accuracy comparison services for NWS programs testing new temperature sensors and equipment. In order to provide accurate calibrations, the use of an extremely stable and accurate temperature source is required. Staff utilize two stable temperature calibration bath sources, one for low temperature ranges and another for high temperature ranges. Currently one of our temperature calibration baths required for temperature accuracy testing and sensor calibrations is no longer working correctly.
The unit can no longer cool properly and based on in house assessments the unit will likely stop functioning completely. The lack of system cooling also causes a major safety risk along with the inability for the temperature bath to function in a correct manner. The unit must be replaced with a new stable temperature source to continue to provide accurate calibration and temperature accuracy testing for NWS programs and sensors.
Performance Criteria
The equipment requirements listed below must all be met for the final acceptance of the system.
